Dexis is seeking a Risk Mitigation Subject Matter Expert to help EAP identify, assess, monitor, and mitigate risks affecting foreign-assistance programs. The specialist will develop practical tools and oversight approaches addressing fraud, waste, abuse, diversion of funds, external interference, compliance, implementation, and operating-environment risks. The position will work with M&E specialists, program personnel, Posts, implementing partners, and other technical experts to ensure risk analysis is incorporated into program design, monitoring, decision-making, and adaptive management.
This position is contingent upon award.
Responsibilities- Conduct risk assessments addressing vulnerabilities in program design, implementation, monitoring, and oversight.
- Assess risks related to fraud, waste, abuse, diversion, external interference, compliance, financial controls, access, and operating conditions.
- Develop risk-assessment frameworks, tools, methodologies, registers, and mitigation plans.
- Monitor implementation of risk-mitigation measures through site visits, desk reviews, audits, data analysis, and other oversight approaches.
- Design risk indicators, early-warning thresholds, escalation procedures, and oversight mechanisms.
- Provide practical recommendations to EAP leadership, Operating Units, and Posts on risk treatment and resource-protection measures.
- Support the integration of risk considerations into project design, MEL plans, TPM approaches, assessments, and evaluations.
- Provide training and technical assistance to EAP staff and implementing partners on risk management and oversight.
- Prepare clear risk products and briefings for technical and senior decision-making audiences.
- Coordinate with program, financial, security, monitoring, infrastructure, and data personnel as required.
- Bachelor’s degree or equivalent and at least five years of relevant professional experience, or high school diploma and at least eight years of relevant professional experience.
- At least three years of professional experience in risk management, compliance, or oversight, with a focus on international development or foreign-assistance programs.
- Demonstrated experience conducting risk assessments, developing mitigation strategies, and implementing oversight mechanisms.
- Strong analytical and problem-solving skills.
- Proficiency in developing risk frameworks, tools, and mitigation plans.
- Knowledge of U.S. Government policies and regulations related to risk management and oversight.
- Proficiency in Microsoft Office and applicable risk-management tools.
- Excellent written and oral communication skills in English.
- Active Secret Clearance.
- Experience supporting Department of State or other U.S. Government foreign-assistance programs.
- Experience addressing fraud, waste, abuse, diversion, sanctions, financial controls, or external-interference risks.
- Experience in fragile, conflict-affected, restricted-access, or politically sensitive environments.
- Familiarity with third-party monitoring, remote monitoring, geospatial verification, audits, or compliance reviews.
- Experience working in East Asia, Southeast Asia, or the Pacific Islands.
- Experience briefing senior Government decision-makers on complex risks and recommended mitigation measures.
