THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $72,595- $83,484.00
THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF STAFF ANALYST.
The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.
The Division of Child and Family Well-Being (CFWB) works to ensure families and children have the critical supports they need to thrive and exercise self-determination. CFWB leverages concrete resources, stakeholder relationships, and community and family strengths to drive toward greater equity and social justice, reduce disparities and disproportionality - including in the child welfare system -, and create conditions that foster well-being for families and children across New York City. Our work includes the provision of child care assistance; support for caregivers and child-serving professionals to prevent child injury; and investment in community-based approaches.
he CFWB Policy and Compliance unit performs all tasks related to CFWB policies and procedures for child care assistance, ensures compliance with federal, state and local laws and regulations that govern funding for CFWB programming and quality assures CFWB activities to proactively safeguard compliance and standards.
Reporting to the Director for Risk and Integrity, specific responsibilities of the Risk and Integrity Specialist will include:
- Conduct investigations, including site visits and administrative reviews of child care providers
- Request additional documentation and identifying cases that need to be referred to NYC’s Front End Detection System (FEDS) located at NYC DSS.
- Complete monthly reports on cases identified using FEDS indicators.
- Conduct a review of cases to verify an applicant’s continued need for child care.
- Provide training to ACS and NYCPS eligibility workers and their supervisors on indicators of fraud, including NYC’s Front End Detection System (FEDS) indicators and procedures to refer fraud cases.

Qualifications

A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or
A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.
An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in "2" above.
A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in "2" above.
A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma.

Skills Required

  • Permanent, not provisional, status in the civil service title of Staff Analyst
  • Master's degree in an approved field such as economics, finance, accounting, business or public administration, statistics, psychology, sociology, political science, urban studies, or law
  • Bachelor's degree and two years of satisfactory full-time professional experience in an approved analytical, administrative, financial, personnel, research, program evaluation, social services, or related area
  • Associate degree or completion of 60 semester credits and four years of satisfactory full-time professional experience in an approved related area
  • High school diploma or equivalent and six years of satisfactory full-time professional experience in an approved related area
  • Equivalent combination of education and experience
  • High school diploma is required for all candidates
