The Risk and Claims Specialist serves as a key subject matter expert in the Airports Authority’s Risk Management Department, leading the investigation, evaluation, negotiation, and resolution of property, casualty, Workers’ Compensation, construction related, and other lines of insurance claims. In this highly visible role, you will partner with leadership, legal counsel, safety teams, and construction management to reduce organizational exposure, strengthen risk control practices, and support major operational and capital programs.

Serves in the Risk Management Department of the Office of Human Resources and Administrative Services at the Corporate Office Building (COB).
You will work independently and exercise significant judgment in managing complex, high value claims while providing technical guidance, training, and strategic insight to employees, managers, and external partners. This role is essential to protecting the Airports Authority’s financial, operational, and reputational interests.

GENERAL RESPONSIBILITIES

Leads complex, multi‑line claims management for property, casualty, Workers’ Compensation, construction‑related, and other insurance claims, exercising delegated settlement authority and recommending resolutions for higher‑exposure matters.

Serves as a strategic advisor on claims and risk‑management issues, providing training, guidance, and consultation to managers, supervisors, and project teams across the Airports Authority.

Conducts comprehensive investigations, including interviews, site inspections, evidence collection, and review of police reports, medical records, repair estimates, photographs, drawings, and technical documents.

For construction‑related claims, collaborates with construction managers, contractors, engineers, and project leadership to assess site conditions, contract requirements, safety protocols, and potential liability.

For Workers’ Compensation, coordinates with injured employees, supervisors, medical providers, and third‑party administrators to ensure timely reporting, treatment authorization, case management, and return‑to‑work planning.

Ensures proper chain of custody for evidence and maintains accurate, detailed claim files and documentation.

Utilizes the Risk Management Information System (RMIS) to analyze claim trends, generate reports, and support data‑driven decision‑making, including construction loss data, OSHA‑related metrics, and Workers’ Compensation analytics.

Works closely with the Claims Program Manager, Safety Program Managers, insurance carriers, legal counsel, outside attorneys, adjusters, and appraisers to evaluate liability, document damages, and resolve claims efficiently and fairly.

Conducts research and reviews leases, contracts, construction agreements, and project documentation to identify risk exposures and ensure compliance with insurance requirements.

Reviews certificates of insurance and related documents submitted by contractors and vendors, assessing risk levels and recommending modifications to insurance requirements.

Supports the development of risk‑management strategies, including construction risk‑mitigation initiatives, injury‑prevention programs, and Workers’ Compensation cost‑containment measures.

Represents the Risk Management Department in meetings with construction teams, engineers, insurers, consultants, and other stakeholders to discuss claims, reserves, and risk‑related issues.

Develops and delivers presentations and training on claims processes, risk‑management strategies, construction safety expectations, and Workers’ Compensation reporting responsibilities.

Performs other duties as assigned.

QUALIFICATIONS

Five years of progressively responsible experience in claims management, including handling one or more of the following lines of coverage: property, casualty, Workers’ Compensation, construction‑related, and other insurance claims.

Demonstrated ability to conduct thorough investigations, analyze complex information, and manage high‑exposure or multi‑party claims.

Knowledge of and ability to apply claims interviewing and investigative procedures, legal and medical terminology, insurance adjusting principles, contributory negligence, and administrative hearing or litigation processes.

Knowledge of and ability to apply property, casualty, construction, and Workers’ Compensation laws, regulations, case precedents, and investigative requirements.

Skill in using computers and modern office software, with emphasis on automated risk‑management information systems.

Ability to maintain strict confidentiality regarding personal and sensitive information.

Strong analytical skills with the ability to interpret data, identify trends, and make informed recommendations.

Excellent written and verbal communication skills, including the ability to prepare clear reports and present information effectively to diverse audiences.

PREFERRED QUALIFICATIONS

Experience in risk management within a commercial airport, construction environment, transportation system, or other complex operational setting.

Knowledge of and ability to apply the Virginia Workers’ Compensation Act.

Professional designation such as Associate in Claims (AIC) or related certification.

Bachelor’s degree in Risk Management, Business Administration, or a related field.

EDUCATION

High school diploma or GED required.

CERTIFICATIONS AND LICENSES REQUIRED

A valid state driver’s license in good standing.

NECESSARY SPECIAL FACTORS

Operates vehicles airside and landside (requires AOA permit).

May work outdoors and move throughout airport complexes and construction areas to conduct investigations.

May stoop, bend, grasp, and lift or move items up to 25 pounds.

May be exposed to adverse weather, dust, fumes, noise, and hazardous substances.

Must wear personal protective equipment as required.

A background security investigation will be required for all new hires.
