Job Summary

The Rig HSE Advisor provides support, coaching and advice to all rig personnel on the implementation of the Company HSE management system and will spend the majority of their work time at the worksites to accomplish this. He or she actively and visibly supports the Shared Values and Strategic Initiatives. The Rig HSE Advisor verifies compliance with HSE management system requirements. This role has a direct reporting line to the OIM and a functional reporting line to the onshore HSE focal point for their duties related to rig HSE activities, including timely report of HSE incidents. They are accountable for maintaining effective communication to both reporting lines.

Job Description

REPORTING:

Direct Report to Master/OIM

Functional report to Onshore HSE Focal Point

SUPERVISION:

  • Safety Officer and Safety Engineer (where applicable)

Pre-Requisite/ Qualification:

  • High School Diploma (U.S.)/ Proof of Completion of Formal Education or Relevant Craft Certificate (where applicable).
  • Graduate of College or University where knowledge and training acquired are applicable to job requirements – Preferred.
  • Valid medical examination and vaccination certificates.
  • Requires a minimum of 5 years’ experience working in the offshore drilling industry (Previous operational experience is preferred / candidates without previous HSE experience will be considered).
  • Must be proficient in written and spoken English and have an ability to communicate effectively.
  • Competent in Microsoft Office Suite.
  • Must have the ability to interact with all levels of personnel and build a trusting relationship.
  • Shall hold qualifications in accordance with relevant authority requirements, the requirements of the Petroleum Safety Authority (PSA ref. Activities Regulations).

  • Support, attend and participate in all required Safety and Operational meetings.

  • Complete company training requirements for the Rig HSE Advisor job level as per the training matrix, including in local/regulatory requirements.
  • If applicable, the duties and responsibilities in the safety case for this position must be observed.
  • Full participation in emergency drills and respond to emergency situations, as required by the emergency response plan.

Operational Discipline Requirements:

  • Disciplined application and participation in the Control of Work process. This includes active participation in the Control of Work Planning meeting, supporting Senior Rig Leadership in the planning and risk assessment of activities from an HSE perspective. As well as monitoring the execution at the worksite. Verify compliance using CONFIRM in WorkSight Assurance and Verification process to ensure personnel understand, meet, and consistently follow those steps when performing their work.
  • This is inclusive of the following actions:
  • Verify personnel understand and perform their roles and responsibilities as assigned at the pre-job meeting.
  • Verify personnel Understand the hazards associated with the task.
  • Verify personnel Understand and are effectively implementing the control measures required to mitigate identified hazards.
  • Verify personnel execute all tasks and task steps in a disciplined manner, following the sequence detailed in the relevant procedures.
  • Verify personnel recognize at risk behavior or conditions during tasks and call ‘Time out’ when unsure, or when the job does not go as planned.
  • Verify personnel participate in Debriefs to feedback lessons learned from performing the task.

HSE Requirements:

  • Protect personnel, the environment, and assets applying Hierarchy of Control reducing health and safety risks.
  • Understand Company OI & HSE requirements applicable to the job position.
  • Execute work in accordance with Company OI & HSE requirements.
  • Call a Time Out when a real or perceived at risk behavior or unsafe condition is observed.
  • Use WorkSight Assurance and Verification Processes: ENGAGE, COACH and CONFIRM as applicable during the execution of planned work.
  • Report timely all incidents, potential hazards, or abnormal situations to the reporting lines.
  • Incorporate the Control of Work process into all work, whether working alone or as part of a team.
  • Understand and implement major accident barriers / controls applicable to the job position.
  • Maintain a safe and organized work area throughout and on completion of all work.
  • Understand your role in an emergency, as designated in the Emergency Response Plan and Station Bill.
  • Participate in all emergency drills and exercises, as required.

                                                                                   

DUTIES:

The underlying expectation is that all duties are carried out in compliance with the Company Operational Discipline expectations and HSE requirements.

General Duties:

  • Actively promote, participate, monitor and coach personnel on the OI & HSE Process and Standards.
  • Maintain SME knowledge of the Company OI & HSE Process and Standards.
  • Ensure regular, open, active, timely and relevant communication with HSE line management.
  • Provide updates to the OIM and HSE focal point on results of their verification activities.
  • Monitor and verify that the HSE communication boards are maintained with current information.
  • Support and monitor compliance of the installation Orientation process.
  • Continually review the company management system to identify opportunities for improvement.
  • Coordinate HSE On the Job Training (OJT).
  • Support development of Short Service Employees (SSE) in the OI & HSE management system requirements.
  • Participate and support drills and exercises.
  • Support the installation in executing all HSE requirements.
  • Participate in the company's WORKSIGHT assurance and verification process.
  • Active application and support of organizational learning.
  • Verify HSE management system changes are communicated effectively and understood.
  • Support supervisors at appropriate HSE and Operational meetings.
  • Participate in incident investigations when required.
  • Support and monitoring of country specific HSE regulations.
  • Participate in internal and external audits to verify compliance with HSE management system and customer bridging documents as required.

Personnel:

  • Promote and maintain good working relationships with other departments, service providers personnel and Customer representatives.
  • Participate fully in the annual performance appraisal process, where applicable.
  • Report any observed LCE issues to the Master/OIM.
