The RF Program Manager serves as the Team Lead for the RF Countermeasures section, overseeing and directing a team responsible for the installation and lifecycle maintenance of RF systems at Department of State facilities. The team builds and configures RF systems and test equipment to ensure functionality and manages hardware and software configuration changes to ensure interoperability of highly technical equipment. The RF Program Manager provides technical support for all phases of RF systems—including pre-installation, installation, and post-installation—and coordinates all reporting, including pre- and post-trip reports and Engineering Security Services Reports (ESSRs), with a primary focus on RF emanations.

The RF Program Manager is responsible for evaluating new technologies, documenting capabilities, highlighting possible limitations, and making appropriate recommendations. The engineer trains Department of State personnel on the identification, analysis, and recognition of signals of interest, conducts research on emergent technologies, generates RF environment baselines, and documents selected vulnerabilities via laboratory testing. Additional duties include assisting in drafting and reviewing technical security policies and guidelines involving state-of-the-art information technologies, gathering information on new technologies and associated research, identifying previously unrecognized emanations, and implementing and maintaining a database of signal parameters for future recognition. The RF Program Manager works with other Department of State organizations to determine and understand vulnerabilities associated with, but not limited to, cellular (3G, 4G, 5G), IEEE 802.15, IEEE 802.11a/b/g/n/ac/ax (Wi-Fi), Free Space Optical (FSO), and Radio Frequency Identification (RFID) technologies. The engineer coordinates travel, country clearances, and other travel documents, assists in identifying and developing equipment upgrades and platform replacements, performs surveys for new installations at existing facilities, and develops and administers user training for multiple existing and new systems. The RF Program Manager is responsible for working with data throughout its lifecycle, including collection, management, analysis, reporting, and secure disposition, to support technical and operational requirements.

Supervisory Responsibilities:

  • Oversees and directs a team responsible for RF system installation and maintenance.
  • Trains and mentors Department of State personnel and team members.
  • Acts as project manager for assigned RF countermeasures projects.

Requirements
  • Current U.S. Government final Top Secret clearance with SCI eligibility.
  • Eligible for and able to obtain and maintain required security clearance/access approvals.
  • Five years of radio frequency (RF) work experience and a bachelor’s degree or higher in Electrical Engineering or a similar field, or at least ten years of equivalent RF work experience.
  • TEMPEST Level II certification is recommended.
  • Knowledge of mobile RF hardware and software capabilities.
  • Knowledge of modulation schemes and types.
  • Awareness of Intelligence Community policies and familiarity with a variety of agency-specific policies.
  • Prior experience as a project manager with supervisory responsibility is desired.
  • Prior experience working with budgetary operations is preferred.
  • Working knowledge of Microsoft Project, Visio, and AutoCAD is highly desired.
  • Intermediate skills using Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Demonstrated experience working with data throughout its lifecycle, including collection, management, analysis, reporting, and secure disposition.
  • Ability to demonstrate a good attitude and work as a leader and as a member of a team.

Skills Required
