The Revenue Cycle Program Analyst (Staff Consultant II) will support the Defense Health Agency (DHA) Uniform Business Office (UBO) Support Contract, providing analytical, administrative, and operational support to the program team advancing enterprise-wide revenue cycle improvement initiatives across the back-end revenue cycle, spanning billing and follow-up operations, at more than 130 Military Treatment Facilities (MTFs). Reporting to the Program Manager, this role coordinates activities across the program team, DHA stakeholders, and the UBO Process Action Team (PAT); supports deliverable coordination and PAT operations; and conducts research and analysis that informs program planning, standardization, and performance reporting. As a consultant, the Program Analyst works under the direction of the Program Manager and senior team members to investigate issues, synthesize findings, and produce well-supported recommendations and work products for DHA stakeholders.
This role is contingent upon the successful award of the contract. Any offer of employment is subject to contract award and funding availability.
Responsibilities:
- Provide analytical support: conduct research, data collection, and analysis to inform program planning, standardization, and recommendations to the Program Manager and senior team members.
- Coordinate program activities across the program team, DHA stakeholders, and the PAT, tracking action items, dependencies, and follow-ups to keep workstreams moving.
- Support deliverable coordination, assembling, formatting, and quality-checking program deliverables, including plans, briefings, and supporting analyses, to ensure consistency and timely delivery.
- Support PAT operations, preparing agendas, materials, meeting notes, and action tracking for the PAT and related working groups.
- Maintain program documentation, including schedules, trackers, status reports, decision logs, and standard operating procedures (SOPs), keeping them current and accessible.
- Draft communications and reporting, including status updates, talking points, and slides for review by the Program Manager, tailored to DHA audiences.
- Compile and analyze performance data, supporting key performance indicator (KPI) tracking and reporting, identifying trends, and flagging issues for leadership attention.
- Support stakeholder coordination, scheduling meetings, capturing requirements, and documenting client communications across MTFs, UBO leadership, and DHA operational teams.
- Track risks, issues, and action items, maintaining logs, monitoring due dates, and escalating items that require Program Manager attention.
- Adhere to project plans, processes, and timelines, delivering high-quality work products on schedule in a dynamic, deadline-driven environment.
Required Skills & Experience:
- 5–7 years of federal or healthcare revenue cycle experience, including analytical, program support, or consulting roles.
- Strong analytical skills, with experience in data collection, analysis, and synthesizing findings into clear, well-supported recommendations.
- Working knowledge of the healthcare revenue cycle (charge capture, billing, collections, denials, and compliance).
- Experience supporting program or project operations, including deliverable coordination, scheduling, action tracking, and documentation.
- Experience coordinating across multiple stakeholders and teams in a dynamic, deadline-driven environment.
- Strong written and verbal communication skills, with the ability to draft clear briefings, reports, and meeting materials for diverse audiences.
- Ability to manage competing priorities and produce high-quality work products under tight timeframes.
- Proficiency in Microsoft Office applications, including Excel, PowerPoint, Word, Visio, and Project.
- Bachelor's degree required; Master's degree preferred.
- Eligibility: U.S. citizenship; eligibility for a Department of Defense (DoD) Public Trust.
Desired Skills:
- Experience within the Military Health System (MHS) or DHA environment.
- Knowledge of UBO operations and the three cost-recovery programs: Third Party Collection (TPC), Medical Service Accounts (MSA), and Medical Affirmative Claims (MAC).
- Familiarity with MHS GENESIS / Oracle Cerner Patient Accounting (CPA) and federal financial statement audit readiness.
