Job Description:

Purpose of the position:

The Director, Resource Acquisition & Fundraising Development provides strategic leadership, direction and oversight for World Vision Senegal's resource acquisition and fundraising portfolio.

The position is responsible for leading the development and implementation of the National Office Resource Acquisition Strategy, with a strong focus on income diversification, strategic donor engagement, opportunity identification, pre-positioning, partnership development, consortium building, proposal development and successful award transition.

The Director will lead efforts to increase World Vision Senegal's access to funding from bilateral and multilateral donors, governments, UN agencies, development institutions, foundations, corporations and other institutional/private funding sources, ensuring that resource acquisition is closely aligned with World Vision's strategy, programme priorities and commitment to child well-being.

The position will work closely with the National Director, Senior Leadership Team, Programme and Technical teams, Finance, Operations, Communications, Monitoring, Evaluation, Accountability and Learning (MEAL), Supply Chain, People & Culture, Regional Office and Support Offices to position World Vision Senegal as a partner of choice for strategic donors and partners.

The Director will also provide leadership in developing a high-performing resource acquisition team and strengthening organisational capability in fundraising, donor engagement, proposal development, business development and grants acquisition.

Major Responsibilities:

Key Outputs/Responsibilities:

1. Resource Acquisition Strategy and Leadership 15%

  • Lead the development, implementation and periodic review of the World Vision Senegal Resource Acquisition Strategy, ensuring alignment with the National Office strategy and programme priorities.
  • Develop annual resource acquisition plans, targets and performance indicators aligned with organisational priorities and funding opportunities.
  • Lead strategies to diversify World Vision Senegal's funding base, reduce dependency on individual funding sources and increase sustainable institutional income.
  • Identify strategic funding priorities and position World Vision Senegal proactively against emerging donor priorities and national development needs.
  • Provide strategic intelligence and advice to the National Director and Senior Leadership Team on funding trends, donor priorities, risks and opportunities.
  • Ensure resource acquisition decisions are informed by evidence, programme capacity, financial viability, risk assessment and potential contribution to child well-being.
  • Strengthen the integration of programme innovation, technical excellence, evidence and resource mobilization.

2. Donor Engagement and Strategic Positioning 10%

  • Lead strategic engagement with existing and prospective institutional donors and funding partners.
  • Develop and maintain effective donor engagement and cultivation plans for priority donors.
  • Build strong relationships with government institutions, bilateral and multilateral agencies, UN agencies, foundations, private-sector partners and other strategic stakeholders.
  • Position World Vision Senegal as a credible and strategic partner through high-quality engagement, evidence of impact, technical expertise and effective communication.
  • Coordinate senior-level donor meetings, briefings, field visits, learning events and other strategic engagement opportunities.
  • Ensure donors receive timely information on programme achievements, organisational developments and emerging opportunities.
  • Work with Communications and Programme teams to develop compelling capacity statements, organisational profiles, impact stories, donor briefs and other fundraising materials.
  • Leverage World Vision's global, regional and Support Office relationships to strengthen Senegal's donor positioning and access to international funding opportunities.

3. Business Development, Pre-positioning and Pipeline Management 10%

  • Lead systematic identification, analysis and prioritisation of funding opportunities.
  • Establish and maintain a dynamic resource acquisition pipeline, ensuring opportunities are assessed according to strategic fit, competitiveness, risk, organisational capacity and potential impact.
  • Lead pre-positioning strategies for major funding opportunities, including stakeholder mapping, donor intelligence, partnership development and consortium formation.
  • Ensure the organisation is adequately positioned before calls for proposals are released.
  • Monitor pipeline performance and provide regular analysis and recommendations to Senior Leadership.
  • Produce regular resource acquisition reports, dashboards and management information to support evidence-based decision-making.
  • Identify opportunities for innovative financing, strategic partnerships and new approaches to resource mobilization.

4. Proposal Development and Consortium Leadership 10%

  • Provide strategic leadership for the development of high-quality, competitive proposals and concept notes.
  • Establish clear proposal development processes, timelines, responsibilities and quality assurance mechanisms.
  • Coordinate multidisciplinary proposal teams involving programme, technical, finance, operations, MEAL, safeguarding, communications and other relevant functions.
  • Ensure proposals demonstrate a clear theory of change, evidence base, measurable results, value for money, sustainability and strong alignment with donor priorities.
  • Oversee development of realistic and competitive budgets in collaboration with Finance and Programme teams.
  • Lead or support negotiations with donors on technical, financial and contractual aspects of awards.
  • Identify and cultivate strategic relationships with potential consortium partners, including national and international NGOs, civil society organisations, government institutions, academic institutions, private-sector actors and technical partners.
  • Ensure consortium arrangements are strategically sound, clearly governed and aligned with World Vision's risk appetite and partnership principles.
  • Ensure smooth transition of successful awards from acquisition teams to programme implementation teams.

5. Strategic Programme Development 10%

  • Work closely with technical and programme leadership to identify fundable programme models and scalable solutions.
  • Ensure resource acquisition is driven by strong programme evidence and demonstrated impact rather than funding opportunities alone.
  • Support development of integrated, multi-sectoral programme approaches addressing child well-being and household/community resilience.
  • Ensure proposals reflect World Vision Senegal's technical strengths, including education, child protection, health and nutrition, WASH, livelihoods/resilience and community engagement.
  • Promote innovative approaches that respond to emerging issues such as climate and livelihood resilience, food and nutrition security, localisation, youth skills and employment, education, protection and community resilience.
  • Ensure learning and evidence from existing programmes are systematically translated into compelling funding propositions.

6. Grants Acquisition, Compliance and Award Transition 10%

  • Work closely with Finance, Programme, Operations and other functions to ensure proposals and awards comply with donor requirements and World Vision policies.
  • Provide oversight and quality assurance for grant budgets, contractual documents, sub-awards and other funding agreements.
  • Ensure effective handover of newly acquired awards to implementation teams.
  • Support organisational readiness for major grants by identifying staffing, procurement, financial, operational and technical requirements during proposal development.
  • Ensure donor contractual obligations are clearly understood and incorporated into programme implementation and reporting systems.
  • Collaborate with relevant teams to identify and mitigate acquisition and award-related risks.
  • Strengthen systems for institutional knowledge management covering proposals, budgets, donor intelligence, capacity statements, agreements, lessons learned and other resource acquisition materials.

7. Donor Intelligence, Data and Knowledge Management 5%

  • Maintain accurate and up-to-date donor intelligence and relationship management systems.
  • Establish effective systems for capturing donor priorities, funding trends, competitor information, partnership opportunities and lessons learned.
  • Promote the use of data and business analytics to improve resource acquisition decisions.
  • Ensure timely and accurate management reporting on pipeline, win rates, funding targets, opportunity values and other key performance indicators.
  • Strengthen organisational learning from successful and unsuccessful proposals

8. Team Leadership and Capacity Building 5%

  • Provide effective leadership and management of the Resource Acquisition & Fundraising Development team.
  • Establish clear roles, responsibilities, performance indicators and accountability mechanisms.
  • Build a high-performing, collaborative and innovative team capable of delivering ambitious resource acquisition targets.
  • Develop and implement staff capacity-building plans covering proposal development, donor intelligence, business development, negotiation, consortium management and strategic donor engagement.
  • Coach and mentor staff to strengthen technical and leadership capabilities.
  • Promote cross-functional teamwork between Resource Acquisition, Programme, Finance, Operations, MEAL, Communications and other functions.
  • Establish a culture of accountability, learning, innovation, inclusion and continuous improvement.
  • Ensure staff have appropriate performance and professional development plans.

9. Organisational Systems and Process Improvement 10%

  • Lead continuous improvement of resource acquisition processes, tools, templates, workflows and RACI arrangements.
  • Strengthen standardised systems for opportunity assessment, proposal development, budgeting, approvals, quality assurance and award transition.
  • Ensure resource acquisition processes are efficient, transparent, compliant and responsive.
  • Strengthen use of appropriate World Vision systems and management information platforms for pipeline and grants portfolio management.
  • Identify operational constraints and work with leadership to resolve barriers to effective fundraising and resource acquisition.

10. Representation and External Engagement 15%

  • Represent World Vision Senegal in relevant donor, government, NGO, private-sector, coordination and networking forums.
  • Develop strategic relationships with influential stakeholders that can contribute to organisational growth and child well-being outcomes.
  • Participate in relevant national, regional and international conferences, donor briefings and partnership platforms.
  • Promote World Vision's technical expertise, programme impact and commitment to the most vulnerable children.

11. Safeguarding, Ethics and Leadership

  • Demonstrate commitment to World Vision's identity, mission, core values and organisational culture.
  • Ensure all resource acquisition activities uphold World Vision's safeguarding, protection, accountability, ethical and risk-management standards.
  • Promote integrity, transparency, responsible stewardship and respect for children, communities, partners and colleagues.
  • Champion World Vision's commitment to protecting children and vulnerable adults from abuse, exploitation and harm.
  • Perform other duties as assigned by the line manager or National Director.

Qualifications:  Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

Educational level required:   Education

  • Bachelor's degree in Development Studies, International Development, Business Administration, Economics, Social Sciences, International Relations, Public Administration or another relevant discipline.
  • A Master's degree in a relevant field is strongly preferred.
  • Professional training or postgraduate qualifications in resource mobilization, fundraising, grants management, project cycle management, business development or a related field will be an advantage.

Professional Experience

  • Minimum of 8 years of progressively responsible experience in resource acquisition, fundraising, business development, grants acquisition or institutional donor engagement, preferably within an international NGO, development organisation or humanitarian agency.
  • At least 5 years of experience in a senior leadership or management role involving complex programmes, institutional fundraising or grants acquisition.
  • Demonstrated experience securing and managing large, complex and multi-million-dollar institutional grants.
  • Proven experience leading successful proposals and funding strategies for major institutional donors, such as USA Government Grants, EU/ECHO, FCDO, UN agencies, World Bank, AfDB, foundations and other bilateral/multilateral donors, as applicable to the Senegal funding environment.
  • Demonstrated experience in developing and implementing a resource acquisition or fundraising strategy.
  • Significant experience in donor relationship management, business development and strategic positioning.
  • Demonstrated experience leading multidisciplinary proposal teams and complex proposal development processes.
  • Strong experience in consortium development, partnership negotiation and strategic networking.
  • Experience working with government, UN, bilateral, multilateral, foundation and private-sector stakeholders.
  • Experience working across development and humanitarian programming environments is highly desirable.
