Position Description


Redhorse Corporation has a need for a Resource Efficiency Manager (REM) II who will work on-site at the customer's Guam facilities (Joint Region Marianas (JRM), Naval Base Guam (NBG) and Marine Corps Base (MCB) Guam) supporting assigned energy programs per the JRM Regional Energy Program Manager. The REM – Level II will support the Installation Energy Manager (IEM) at MCB and NBG in carrying out assigned energy programs. The REM – Level II leads a team of three REM – Level I's.


Responsibilities include but are not limited to:

  • Conducting energy audits
  • Review and analysis of utility metering and billing data
  • Identifying and developing energy conservation measures (ECMs)
  • Preparing life cycle cost analyses (LCAs) and project documentation
  • Developing energy management projects
  • Recommending O&M improvements
  • Data collection and analysis including creating reports.
  • Conducting energy awareness and training activities
  • Conducting measurement and verification services
  • Building commissioning
  • Translates complex ideas into processes and tactical plans.
  • Leading by example

Minimum Required Qualifications for Skills, Experience, Education and Credentials include:

  • Bachelor’s degree in engineering plus five (5) years energy management experience is required.
  • A non-engineering bachelor's degree with eight (8) years of energy management experience OR a technical two-year degree with ten (10) years of energy management experience OR no degree with twelve (12) years of energy management experience may be substituted for the required bachelor’s degree in engineering.
  • Must possess Certified Energy Management (CEM) certification.
  • Strong verbal/written communication skills, with an ability to facilitate open communication, are required.
  • Proven organization and project management skills are required.
  • Critical thinking and decision-making skills, coupled with strong analysis and problem-solving skills, are required.
  • Self-starter, driven and able to work with limited direction under target times lines.
  • Collaborative personality able to work effectively in a team environment.
  • Adaptability and comfort working in a fast-paced and unstructured environment.
  • Working knowledge of standard office computer software (e.g., Excel, Word, PowerPoint, etc.) is required.
  • Knowledge and experience with heating, ventilation, and air conditioning (HVAC) systems and technologies is highly preferred.
  • Ability to audit complex systems, diagnose inefficiencies and develop practical solutions is highly preferred.
  • Ability to conduct field work to field-check problems and energy conservation opportunities is highly preferred.
  • Knowledge of the federal energy program is highly preferred.
