The New York Independent System Operator (NYISO) manages the efficient flow of electricity on more than 11,000 circuit-miles of high-voltage transmission lines, dispatching power from hundreds of generating units across the state.
The NYISO’s Market Operations department invites applications for a full-time Resource Adequacy Engineer. The successful candidate should be excited to work in a fast paced and dynamic environment and ready to engage with a steady stream of new ideas and perspectives.
The Resource Adequacy Engineer will evaluate the reliability of the New York State Bulk Power System (BPS) from a resource adequacy perspective. The successful candidate will fill one (or both) of several key roles on the team.
- Perform resource adequacy analysis for studies, act as Subject Matter Expert (SME) for resource based reliability issues for the NYISO and its stakeholders, and use a broad based knowledge of NYISO systems, markets and processes to develop models that represent the operation of the system. Other responsibilities include creating engineering study reports, NYISO manuals and other procedures, applying knowledge of NYISO tariffs to procedural tasks and issues, and performing presentation of reports and technical issues to internal and external groups across a broad range of market participants and industry groups.
- The NYISO’s resource adequacy studies require significant computing resources. Demonstrated coding skills will enable the successful candidate to manage NYISO computing resources and develop new tools and processes for improving workflow, increasing efficiency, and expanding technical and computing capabilities. Primary languages include PowerShell and Python, secondary languages include VBA and MatLab; knowledge of AWS is a benefit. The successful candidate does not need to have a mastery of these languages but should have demonstrated coding abilities in other languages and a willingness to master PowerShell and Python.
ESSENTIAL DUTIES and RESPONSIBILITIES
- Perform system simulation and engineering analyses using Multi-Area Reliability Simulation (MARS) software.
- Conduct studies and analyses related to the development of the Installed Reserve Margin (IRM) Study for the NYS Reliability Council (NYSRC).
- Develop an understanding of the MARS platform and the various code and software used to run MARS and evaluate results, including the understanding and usage of specific tools and analyses methods.
- Perform studies and analyses related to the development and reporting of the Locational Capacity Requirements (LCR) Study.
- Develop an understanding of the LCR optimization software and the various code and software used to run MARS and evaluate results, including the understanding and usage of specific tools and analyses methods.
- Coordinate with Planning and Operations Engineering departments to review and verify appropriate topology inputs to the MARS model.
- Perform engineering studies and develop study reports for the requirements set by the NYSRC, with guidance from staff and management.
- Conduct engineering studies and analyses related to the development and reporting of the Import Rights Study, with guidance from staff and management.
- Develop tools, automation, and improve procedures to advance the analytical capability of the department.
- Participate with NPCC on their regional resource adequacy studies. Assist in conducting the New York annual and triennial studies of resource adequacy.
- Coordinate with other NYISO departments, market participants, neighboring ISOs and with regional and national reliability councils as appropriate.
- Study technical issues and reports that could affect the availability of NYCA generating resources and reliability.
- Collaborate with NYISO Operations, Planning, Market Design, MMA, and Legal to ensure appropriate data and analytics are conducted in the resource adequacy model.
- Participate in internal meetings and serve as department’s representative on system resource adequacy matters. Determine what issues from meetings should be elevated within the department.
- Demonstrate a willingness to learn new software, code, and analysis methods. Assist in the study of new and emerging topics and produce informative and useful information for NYISO management and NYISO/NYSRC stakeholders, as directed.
- Gain exposure to administrative NYISO processes necessary to achieve successful group and organizational outcomes, such as where to find project timelines and scoping documents and the process for reviewing and posting public materials.
Qualifications include:
- Bachelor’s Degree (BS) in Power Systems, Electrical Engineering, Electrical Engineering Technology, Mechanical Engineering, Software Engineering, or Systems Engineering required.
- Course studies in power system operation and control, statistical analysis and optimization techniques particularly using linear programming based computer models highly desired.
- Course studies in coding are highly desired.
- Experience in the areas of power system modeling, energy policy analysis and/or power plant operations is desired.
- Experience using statistical analysis tools such as MatLab and power system reliability analysis programs is desired.
- Background in models and databases used in power system analyses are also a plus; or equivalent combination of education, training and experience.
The position will be filled at the level (i.e. Associate Engineer, Engineer or Senior Engineer) appropriate with experience and qualifications.
