POSITION SUMMARY:

The Program of Initial Resettlement, funded by the Office of Refugee Resettlement within the Department of Health and Human Services, provides resettlement services for refugees during their first 90 days of arrival. HIAS seeks a Consultant to support capacity building and quality assurance activities to ensure programmatic compliance for the Program of Initial Resettlement (PIR). The consultant will support the PIR team with identifying and recruiting potential partners to participate in PIR, assessing affiliates’ environment and recommending types of cases to allocate to them, completing US Tie assessments and quality assurance to ensure compliance with program requirements, providing targeted technical assistance and trainings to support affiliate capacity increases, and developing a comprehensive Resource Guide for the Virtual PIR team to connect clients to local community services.

OBJECTIVES & DELIVERABLES:

  • Identify at minimum 10 potential partners to participate in PIR; conduct research, outreach to potential partners, host partnership meetings and contract with at least three partner agencies.

  • Host up to 30 meetings to provide technical assistance support to affiliates to help with capacity building or resource development to expand services to the PIR refugee population.

  • Review five Virtual PIR case files a month through the end of the fiscal year and provide a summary report each month of findings and recommendations for the Virtual PIR team to improve program services.

  • Conduct up to 50 UST Assessments for Virtual PIR to ensure US Ties are a good fit to receive arriving refugees.

  • Produce a report that provides recommendations on types of cases to allocate to affiliates based on their updated affiliate profile, agency programming, geographic location, local community resources, changes in federal and state funding.

  • Co-develop and co-present two trainings on housing topics to address housing challenges in initial resettlement for the affiliate network.

QUALIFICATIONS & REQUIREMENTS:

  • Undergraduate degree required.

  • Knowledge of U.S. Refugee Program required; previous work experience at a resettlement affiliate strongly preferred.

  • Experience with the provision of case management services to immigrants.

  • Knowledge of Microsoft 365 platform, including SharePoint and MS Teams, preferred. Knowledge of IRIS computer system preferred. Proficiency in Microsoft Excel, PowerPoint, and Word is essential.

  • Excellent verbal and written communication skills. HIAS may request a writing sample.

  • Excellent interpersonal skills to maintain key relationships with program staff at HIAS affiliates and other national voluntary agencies.

  • Well-organized and detail-oriented; ability to work under pressure and meet deadlines.

  • Self-starter able to manage and carry out varied functions of multi-faceted program.
