The primary purpose of this position is to support effective and equitable program design, implementation, and delivery through research and data analysis across Agency programs. This position supports a variety of program areas, depending on organizational needs and priorities. It collects, cleans, analyzes, reports, and visualizes quantitative and qualitative information related to Agency programs and housing issues in Oregon. This position helps ensure integrity, accuracy, and appropriate governance of data used across Agency programs for the purpose of monitoring program outcomes, evaluating results, and presenting findings in an accessible manner.
The person in this role will work within a team of research analysts and collaborate closely with divisional program and policy analysts on the delivery and monitoring of Agency programs in Oregon. They will regularly query, analyze, transform, and report data from a variety of sources, regularly, using statistical, geospatial, and other analytical tools including ArcGIS, Power BI, R Studio, Microsoft Excel, and Microsoft SQL Server. They will organize and analyze data in printouts, tables, graphs, charts, maps, and interactive web maps and dashboards. Some data may need to be cleaned, restructured, or related in order to be properly reported on.
This position will conduct their work with an equity lens, ensuring that all research centers marginalized communities like Black, Indigenous, and People of Color (BIPOC).The role is a vital part of the Research Team’s work on implementing an Agencywide Racial Equity Analysis Toolkit (REAT) and will assist program staff in completing the REAT on all programs.
The person in this position will interact with other research analysts and program staff, communicating reporting needs and requirements to ensure understanding of deliverables and to resolve issues.
MINIMUM QUALIFICATIONSA Bachelor's degree in any discipline that included six-quarter units in statistics or quantitative analysis methods and procedures.

Three years’ experience as a research assistant comparable to the work of a Research Analyst 1; or two years’ experience using computer applications to help gather, compile, analyze, and report information and statistical data.

Experience with SQL for relational databases, including querying, data cleaning, managing tables/views, working with large datasets, and performing data governance and quality assurance tasks

RESEARCH SECTIONThis position is within the Research Section of OHCS. The purpose of the Research Section is to ensure OHCS staff, Oregon legislators, and the public have a clear understanding of how the work of OHCS helps Oregonians achieve housing stability, and to ensure the decisions and policies of the agency are grounded in sound data and research that is conducted with an equity lens.
The Research Section supports the entire agency and has team members focused and embedded within specific program areas. The team consists of Research Analysts and Operations and Policy Analysts. The outcome of the quantitative and qualitative analysis performed by the Research Section serves as the basis for how a significant portion of OHCS’s resources are allocated and/or awarded. Additionally, the Research Section leads efforts to share data across state agencies, with local governments, and with partner organizations, to enable better and more equitable outcomes for vulnerable Oregonians.
The Research Section leads meaningful research projects that ensure OHCS policy and resource allocation decisions are evidence-based and informed by best practices. The Research Section also works to clearly demonstrate the impact that the agency’s programs have on Oregonians through accessible, interactive tools. We are embedded within sections to increase cross-section collaboration and improve data solutions through regular outreach, early involvement, and integration.
