Job Summary:

Raytheon (RAY) is looking for a Requirements & Capabilities Director for Raytheon’s wholly owned foreign subsidiary located in Abu Dhabi, United Arab Emirates (UAE). This position will create competitive advantages for the company by strengthening our solutions, performance, and relationships in the UAE. Supports top-line global growth in Raytheon, providing effective and low-cost solutions required for these critical mission areas. Partners with Raytheon Technologies (RTX) mission areas and functions to develop and drive Raytheon Emirates, Limited (REL), strategy and business growth objectives.

 The Requirements & Capabilities Director will drive Enterprise engagement with participation in industry and government committees, councils, and studies. The role will report directly to the Vice President, Requirements & Capabilities, and CENTCOM Region, and be matrixed to the Managing Director of REL as a member of the Leadership Team.

Responsibilities to Anticipate:

  • Provide Competitive Advantage to the Enterprise with comprehensive understanding of customer needs, buying power, and market dynamics to support the development and implementation of company-wide country strategy.
  • Leads a team of Customer Account Managers focused on ensuring solid partnerships with our existing customers and building new relationships to drive pipeline growth.
  • Support Raytheon international business development by identifying key markets and creating initiatives to support international growth.
  • Committed to a one-RTX approach to international business development.
  • Proactively supports the Raytheon Customer Campaigns and implementation.
  • Actively engages RTX stakeholders and provides regular updates that include customer insights and market opportunity identification and development status, coordination of pursuits underway and key milestones.  Identifying overarching licenses, TAAs, NDA representative and consultant agreements.
  • Ensures integrated approach across all-in country pursuits to drive maximized Enterprise growth.
  • Drives Integrated Pipeline Reviews with business stakeholders and integrated customers teams.
  • Provides situational awareness across Integrated Customer Account teams about total RTX business in-country and drives coordinated approach to opportunity development.
  • Provides integrated guidance on messaging, engagement, and strategy with shared stakeholders.
  • Facilitate and grow strategic relationship between RTX and in-country customers, stakeholders, partners to facilitate enterprise growth.
  • Maintains continuity of strategic relationships and provides insights to RTX senior leaders acting as trusted advisor and facilitator to continued RTX growth.

Qualifications You Must Have:

  • Bachelor’s degree in relevant functional discipline (business, engineering) with 14 years of experience in progressive leadership positions in Business Development of Defense Sales, or an Advanced Degree in a related field and minimum 12 years of experience.
  • Current understanding of the regional defense industrial base, geopolitical environment, and cultural customs and norms.
  • Ability to leverage customer knowledge to identify potential growth opportunities in the UAE.
  • Develops strategies for identifying potential growth opportunities, program management and product line.
  • Strong collaboration skills enabling business results working internally and externally.
  • Skill and capability to develop and execute integrated solutions and cross-selling strategies.
  • Detailed knowledge of international business practices including compliance (FCPA and ITAR), extensive experience with international contracts (FMS and DCS), and host country laws and regulations.
  • Demonstrate fluent command of Arabic language.

  • Direct knowledge of UAE customers, including relationships with senior military leaders, U.S. Embassy teams, and regional industry executives.
  • Experience with the IPDS, ERPM, and NBI processes (or similar).
  • Demonstrated success in strategic planning, program management.
