Why does this job exist and why is it critical?
We are seeking a highly motivated and Specialist to join our Corporate Affairs team, focusing on Consumer Regulatory Affairs. This role is crucial for managing key critical consumer matters, ensuring compliance with regulatory frameworks, and providing strategic advice on consumer-related issues within the telecommunications industry. The successful candidate will be instrumental in developing policy positions, engaging with government bodies, and upholding Maxis's reputation through effective regulatory management.
What You Will Do :
Regulatory Interface & Compliance
Serve as the primary regulatory interface for matters concerning the General Consumer Code, Prepaid registration guidelines, Mobile Number Portability (MNP) business rules, MS QoS, and compliance enforcement management.
Strategic Advisory
Act as a key reference point, providing strategic advice and guidance on all critical consumer matters to internal stakeholders.
Policy Development
Develop comprehensive position papers and policy recommendations on pivotal regulatory issues, specifically addressing consumer and content-related concerns as stipulated by the Communications and Multimedia Act 1998 (CMA98).
Stakeholder Engagement & Representation
Actively participate in activities organized by the Ministry of Communications (KK), Ministry of Digital (KD), and the Malaysian Communications and Multimedia Commission (MCMC). This includes attending government initiatives, Quality of Service (QOS) site visits and surveys, program launches, and campaigns, which may require travel outside of Kuala Lumpur.
Relationship Management
Build and maintain strong, collaborative relationships with the Ministry of Communications (KK), Ministry of Digital (KD), MCMC, local authorities, state governments, and other relevant government agencies. Effectively communicate Maxis's position on key regulatory and policy issues to these bodies.
What you need to have for this role:
Bachelor's Degree in Law, Communications, Public Policy, Business Administration, or a related field. A Master's degree is a plus
Minimum of 5-7 years of relevant experience in regulatory affairs, compliance, or legal roles within the telecommunications sector or a regulated industry
In-depth knowledge of Malaysian telecommunications regulatory frameworks, including the Communications and Multimedia Act 1998 (CMA98), MCMC guidelines, and consumer protection laws
Proven experience in policy development, regulatory advocacy, and stakeholder engagement with government bodies
Strong understanding of consumer issues and Quality of Service (QOS) standards

Superior written and verbal communication skills, with the ability to articulate complex regulatory concepts clearly and concisely
Strong interpersonal and negotiation skills to build and maintain effective relationships with internal and external stakeholders
