Job Summary & Responsibilities

POSITION SUMMARY

BluSky is a People First | Compliance Always organization, and the Regional HR Business Partner (RHRBP) is the embodiment of that philosophy in action. This is not a transactional HR role — it is a strategic partnership built on trust, accountability, and a relentless commitment to developing people and building cultures where teams can thrive.

Reporting to the HR Director, the RHRBP will serve as the dedicated HR partner to their assigned region and branches, with deep expertise in multi-state employment law — including California. You will be embedded as a true business partner: coaching leaders, aligning people strategies to business outcomes, navigating complex employee relations, and championing continuous improvement across all HR functions.

If you are energized by solving hard problems, building meaningful relationships with leaders, and helping people be their best — this role was designed for you.

PRINCIPAL DUTIES & RESPONSIBILITIES

Strategic Business Partnership

· Serve as the primary HR point of contact and strategic advisor for Regional Vice Presidents, Vice Presidents, and employees across all assigned locations.

· Establish and maintain a regular cadence with regional leaders — including weekly 1:1s with RVPs/VPs — to stay closely connected to business priorities, culture, and people needs.

· Translate business objectives into effective people strategies that drive engagement, productivity, and performance.

· Maintain strong business literacy across operations, aligning HR insights and solutions to real-time business challenges.

Leadership Coaching & Development

· Partner with managers and leaders at all levels to build their leadership capability — from navigating difficult conversations to developing their teams with intention.

· Design and deliver coaching, feedback, and development support that helps leaders grow into their roles and elevate the people around them.

· Identify leadership and talent gaps proactively, working with the broader HR team to build programs and solutions that address them.

· Champion a performance culture by guiding leaders through goal-setting, performance reviews, and ongoing development conversations.

Employee Relations & Compliance

· Lead thorough, objective, and timely investigations for complex employee relations matters, including grievances, policy violations, and workplace conflicts.

· Provide expert guidance on multi-state employment law requirements, with particular depth in California employment law (CA wage & hour, PAGA, and related regulations).

· Ensure day-to-day HR practices and people decisions are in full compliance with applicable federal and state requirements, including FMLA/CFRA, ADA, EEOC, FLSA, and workers’ compensation.

· Collaborate with Legal when matters require escalation, and proactively flag risk areas before they become issues.

· Interpret and communicate HR policies clearly to employees and leaders, fostering a culture of transparency and fairness.

Culture, Engagement & Retention

· Actively support morale, workplace relationships, and employee experience initiatives across assigned locations.

· Partner with leaders on recognition, team-building, and engagement strategies that connect employees to the BluSky mission.

· Analyze workforce data, trends, and metrics to surface insights that inform retention, engagement, and people decisions.

· Support diversity initiatives and ensure inclusive practices are embedded in all people processes.

HR Operations & Continuous Improvement

· Collaborate with HR colleagues to develop, refine, and implement policies, programs, and scalable solutions that serve the evolving needs of the business.

· Generate and interpret ADP reporting, dashboards, and other HR analytics to support data-driven decisions.

· Manage relationships with HR vendors including benefits carriers, HRIS providers, and DEI program partners.

· Consistently seek ways to improve processes, elevate the employee experience, and make the HR function more effective and impactful.

SUPERVISORY RESPONSIBILITY

· This role has no direct reports. However, the RHRBP does serve as a coach and mentor for other positions in the department.

QUALIFICATIONS & REQUIREMENTS

· Minimum 6 years of progressive HR experience, with at least 3 years in a senior or HR Business Partner capacity.

· Demonstrated experience supporting a multi-state workforce, with California employment law expertise required (CA wage & hour, CFRA, PAGA, CPRA).

· Proven track record coaching and developing managers and senior leaders.

· Experience conducting complex, sensitive employee relations investigations.

· Deep knowledge of federal and multi-state employment law: FMLA, ADA, EEOC, FLSA, workers’ compensation, and applicable state-specific regulations.

· Strong business acumen with the ability to connect HR strategy to organizational outcomes.

· Exceptional coaching, communication, and interpersonal skills — comfortable influencing at all levels of the organization.

· Analytical mindset; ability to use data and metrics to identify trends and recommend actionable solutions.

· High degree of integrity, discretion, and emotional intelligence.

· Self-directed, adaptable, and comfortable operating with minimal supervision in a dynamic, distributed environment.

· Willingness and ability to travel a minimum of 25% across the assigned region, including overnight travel.

· Proficiency in Microsoft Office Suite required; ADP Workforce Now or comparable HRIS strongly preferred.

· Background in industries with a distributed or field-based workforce is a plus (restoration, construction, facilities management, etc.).
