Regional Coordinator - Rajshahi and Rangpur: USAID/Bangladesh Fight Slavery and Trafficking-In-Persons (FSTIP)

BACKGROUND:
Winrock International is implementing in Bangladesh a five-year USAID-funded counter-human trafficking project entitled “USAID’s Fight Slavery and Trafficking-In-Persons” (FSTIP) Activity. The goal of FSTIP is to:
- Enhance the systems, capacity, and sustainability of justice sector actors and
- Prevent human rights violations and increase awareness of trafficking in persons (TIP) and Child Marriage (CM); and
- Strengthen the protection of TIP and CM
This is a local/national position and is not eligible for international allowances or relocation allowances.
POSITION SUMMARY:
The Regional Coordinator - Rajshahi and Rangpur is responsible for coordinating with the Prosecution, Prevention, and Protection Managers implementing activities and coordinating with local government officials and counter trafficking committees in targeted geographic locations. The coordinator facilitates monthly counter trafficking committee coordination meetings; leads the development and tracking of monthly district implementation plans with the Senior Managers - Prosecution, Prevention, and Protection, and Child Marriage and Senior Manager GESI, MERL Manager, and implementing NGO partners; supports training and engagement of peer leaders and ANIRBAN members in planning and activities; and provides MEL support and input into MEL planning and indicator tracking. The RC will assist the Prosecution, Prevention, and Protection Senior Managers to prepare quarterly, annual and other reports.
ESSENTIAL RESPONSIBILITIES:
- Ensures coordination with the Senior Managers – Prosecution, Prevention, Protection, and GESI, and Associate Manager Child Marriage for ensuring timely implementation of NGO activities in assigned districts.
- Coordinates with local government officials and facilitates monthly CTC and CMPC coordination in assigned districts.
- Leads development and tracking of monthly district implementation plans with the Senior Managers – Prosecution, Prevention, Protection, and GESI, Associate Manager Child Marriage, MERL Manager, and implementing NGO partners.
- Supports training and engagement of Peer Leaders and ANIRBAN members in planning and activities.
- Takes part in subgrantee selection and award process and monitors budget and implementation against targets.
- Assists the Senior Managers – Prosecution, Prevention, Protection, and GESI, and Associate Manager Child Marriage in developing Terms of Reference (TORs) for consultants.
- Contributes to program strategy and assists in developing program communications and reporting on the project’s achievements.
- Maintains strong working relations with local administration including DC Office, SP Office, UNO Office, and other local level stakeholders including CTCs, CMPCs, and GBV Committees.
- Assists in designing training sessions and facilitating relevant sessions for key stakeholders.
- Provides MEL support and input into MEL plan and indicator tracking.
- Any other task assigned by the supervisor, DCOP and COP.
QUALIFICATIONS:
- Education:

Bachelor’s level degree required in social science (Economics, Sociology, Anthropology, Development Studies) from a reputable university

- Work Experience:
- Minimum of four years’ experience in a similar position for international development projects, preferably with USAID.
- Solid knowledge of human trafficking, child marriage, gender-based violence, and safe migration related issues.
- Good knowledge of NGO activities in the area of human trafficking, child marriage and safe migration in Rajshahi and Rangpur divisions.
- Experience managing and monitoring NGO activities in the area of human trafficking and child marriage.
- Experience developing program communications and reports on human trafficking and child marriage activities.
- Experience conducting training activities for senior officials.
- Strong interpersonal skills and ability to work in teams and in a multi-cultural environment.
- Experience developing and managing subgrants.
- Familiarity with USAID DRG portfolio strongly preferred.
- Skills/Knowledge:
- Fluent Bangla and English.
- Microsoft Office Skills.
- Strong oral and written communication skills.
- Strong interpersonal skills and ability to work in teams and in a multi-cultural environment.
- Ability to work independently with minimal oversight and manage multiple competing priorities and activities.
