Description of Work

Business Officer II – Region Office:
Manager for Administrative Services – HR & Fiscal Operations
Business Officer II serves as the Administrative Services Manager for all Human Resources and Fiscal operations for the Eastern Region Office for Institutions. This role provides administrative support for field units and correctional facilities located in the Eastern Region, aligning all regional practices with departmental standards and state regulations. Key responsibilities include overseeing regional administrative systems, providing supervisory leadership, and serving as the primary communication link between Division leadership and facility level administrative staff.
This position is located at the Eastern Region Office in Greenville, NC (Pitt County) and reports directly to the Eastern Region Director. The Eastern Region includes 13 prison facilities.
Duties and Responsibilities:
Regional Support and Management:
• Oversees and maintains established administrative systems for Accounting, Asset Accountability, Personnel/HR duties, Employee Relations System (ERS), Fiscal Audit Procedures, and Procurement.
• Ensures consistency and accuracy of administrative practices across all regional facilities.
• Gathers, compiles, processes, and analyzes data for required reports, tracking tools, audits, and accountability metrics.
• Ensures timely and accurate submission of regional information for statewide reporting needs.
Budget Development and Coordination:
• Leads regional budget preparation and implementation.
• Works with facility leadership to ensure budget priorities align with operational requirements, program needs, and departmental guidance.
Reviews E-Procurement and Welfare purchase requests from regional facilities, ensuring accuracy of account codes, budget compliance and operational necessity.
Oversight of Regional Inspections:
• Manages the administrative portion of Regional Inspections, ensuring facilities meet requirements for documentation, HR operations, Fiscal compliance, and policy standards.
• Ensures facilities and Region offices maintain records that meet departmental standards for accuracy, completeness, and compliance.
Regional Command Team Participation:
• Serves on the Regional Command Team when activated, providing administrative leadership during critical incidents or specialized operational events.
Policy Communication and Information Flow:
• Acts as the primary liaison responsible for relaying new programs, processes, directives, and policy updates from Central Human Resources (CHR) and Division leadership to field staff and Administrative Officers.
• Ensures information flows effectively from leadership to facilities, providing clarity and follow up as needed.
Supervision and Leadership:
Provides direct supervision for Region administrative staff:
– One (1) Administrative Officer I
– Two (2) Human Resource Technician II positions
• Provides indirect supervision for:
– One (1) Administrative Specialist I
– Two (2) Administrative Associate II
• Supports professional development, guides workload distribution, and ensures consistent administrative practices across regional facilities.
Travel Requirements:
• Position requires travel throughout the state of North Carolina, including occasional overnight travel, to support facility operations and regional administrative oversight.

Salary Grade Range: $60.881.00 - $106.544.00

  • Three or more years of supervisory experience in administrative, HR, or fiscal operations within a government or large organizational setting.

  • Proven data management skills, including compiling, analyzing, and reporting operational or HR/fiscal metrics using Excel, database software, or reporting tools.
  • Familiarity with expectations of correctional facility audits and compliance reviews.

The Division of Institutions manages the daily operations of all state-operated prison facilities across North Carolina. Facilities are categorized by custody levels (minimum, medium, close) and house individuals serving sentences for felony convictions. The division provides safety, security, and rehabilitative services through trained custody staff, program facilitators, and administrative personnel.
