Position’s Role Summary:    

North Texas Behavioral Health Authority (NTBHA), based in Dallas is responsible for developing a collaborative system of care for children, adolescents and adults with severe mental illness and other serious emotional disturbances, as well as those experiencing a substance use disorder. This position’s actions and work must align with NTBHA’s values and goals, policies and procedures, and meet all documentation standards and regulatory requirements.

The BHPPL will serve as a resource regarding child/adolescent mental health and substance use for school and education service center (ESC) personnel by increasing ESC and school personnel’s awareness and understanding of mental health and co-occurring mental health and substance use disorders.  The BHPPL will also assist personnel in the implementation of initiatives related to mental health or substance use ensuring personnel are aware of:

•          Best practice-based programs and research-based practices

•          Other public and private mental health and substance use programs

The BHPPL will facilitate Mental Health First Aid trainings as well as facilitate trainings regarding the impact of grief and trauma with special considerations in supporting children with intellectual or developmental disabilities who are impacted by grief or trauma. 

The BHPPL will coordinate prevention and intervention programs proven effective in helping students cope with pressures to use alcohol, cigarettes, or illicit drugs; or misuse prescription drugs.  

Travel is required as part of this role’s duties.   Travel can vary from 20% to 100% per day. This would include all counties within NTBHA Catchment area (Dallas, Ellis, Hunt, Kaufman, Navarro & Rockwall Counties).

This role may be required to use a fleet vehicle and/or a personal vehicle for business needs.  This may include, but is not limited to field & home visits, offsite meetings, co-located sites and/or pick up items for business needs, etc.  If your program requires transport of individuals, this would only be allowed with a company vehicle and approval from management.

This position requires flexible work hours to meet needs of the duties assigned. This role is responsible for adherence to and compliance with NTBHA policies and procedures and state regulatory codes.

This position’s actions and duties must align with NTBHA values and goals, regulations, policies and procedures, and meet all documentation standards and regulatory requirements.

This position is classified as exempt and requires flexibility in scheduling to meet organizational needs, including adjusting work hours as necessary to ensure job responsibilities are completed.

Qualifications required:

• Graduated from an accredited college or university with a master’s degree or higher.
• Licensed Practitioner of the Healing Arts (LPHA) as defined in TAC 26
  • Licensed professional counselor
  • Licensed clinical social worker
  • Licensed marriage and family therapist
• Current knowledge of local community resources, providers and social supports for homeless and indigent populations within the NTBHA service area.
• Possess and maintains a valid driver’s license.  Pass and maintain a clear background record as required for healthcare organization under state and federal contracts.
• Ability to pass a fingerprint-based background check.
• Must be able to work on and have knowledge of a PC (personal computer).
• Advanced Microsoft Office Suite skills - Outlook, Word, Excel, PowerPoint, etc., with an ability to become familiar with company-specific programs and software.

Job Duties, responsibilities, and skills:

• Work with other NTBHA employees, members of partner agencies and organizations, as well as the target population and their families in a constructive and efficient fashion.
• Complete a needs assessment related to mental health and substance use and misuse for children, adolescents and families in the targeted ESC area by working closely with:
  • Texas Health and Human Services Commission – Children’s Mental Health Unit Program Specialist;
  • The LMHA/LBHAs in the ESC 10 region area (Collin, Dallas, Ellis, Fannin, Grayson, Hunt, Kaufman, Rockwall, and part of Henderson and Van Zandt counties)
  • The MHFA Outreach Workers at each of the LMHA/LBHAs;
  • The ESC staff;
  • The local school districts; and
  • Other community stakeholders.
• Research resource information online and through networking.
• Liaise and collaborate between systems including: LMHA/LBHAs, ESCs, school districts, community agencies, and state agencies.
• Design, implement, and coordinate a calendar of events.
• Complete and submit a reporting template to LMHA/LBHA supervisor each quarter.
• Proven ability to set priorities and work with a high degree of autonomy.
• Comfort with public speaking to small, medium, and large groups (in-person and virtually).
• Experience working in a school setting preferred.

• Prepare, create, and maintain records, files, documents, reports, and correspondence both within NTBHA and partner agencies and organizations.
• Be respectful of diverse views and approaches, and maintain professionalism and acceptance toward all employees, patients and visitors.
• Ability to be flexible with work hours to meet the needs of the facility and/or duties assigned.
• Duties and projects may be assigned or changed to meet business needs.
