Job DescriptionWe are seeking a visionary and highly accomplished PMO Director for complex refinery infrastructure initiatives across LATAM. In this strategic leadership role, you will direct refinery PMO operations, ensuring that massive capital investments are executed safely, on time, and within budget.
The ideal candidate brings deep expertise in refinery EPC (Engineering, Procurement, and Construction) frameworks, a mastery of project controls, and a proven track record of managing massive financial and technical scale. You will act as the primary bridge between executive stakeholders, multidisciplinary engineering teams, and site construction operations.
Key Responsibilities
- Strategic PMO Leadership: Establish, standardize, and oversee the execution of PMO governance, reporting structures, and performance metrics across major regional energy assets.
- Project Governance: Drive the performance of engineering and construction project managers to ensure absolute alignment with rigorous technical specifications and strict safety standards.
- Project Controls Oversight: Supervise and mentor specialized project controls candidates and teams, ensuring institutional excellence in cost engineering, earned value management (EVM), critical path scheduling, and predictive risk modeling.
- Contract & Risk Management: Lead the oversight of complex refinery EPC contracts, commercial risk mitigations, and change management protocols to protect project margins and delivery timelines.
- Stakeholder & Client Alignment: Serve as the strategic advisor to corporate clients and AECOM regional leadership, delivering high-level data transparency regarding project health, cash flow, and resource optimization.
- Bachelor’s degree in Engineering, Construction Management, or a related technical field.
- 12+ years of progressive leadership experience in heavy industrial sectors, with a distinct preference for broader oil and gas capital projects PMO leaders
- Proven background managing both the engineering phase and the on-site execution phase of mega-scale downstream or petrochemical facilities.
- Deep technical literacy in project controls methodologies (e.g., Primavera P6, cost forecasting models, and quantitative risk assessment tools).
- Prior experience navigating the regulatory, labor, and logistical landscapes of the LATAM region.
- Native or professional fluency in Spanish and English is required

- A Master’s degree in related industry
- 15+ years of related experience
- PMP / PgMP certification
