The Sr. Recruitment Manager (SG28) leads the strategic sourcing and recruitment alignment and execution to meet the technical hiring needs of the enterprise. The role is accountable for hiring outcomes at scale, quality of hires, candidate experience, recruiter performance, stakeholder partnership, and operational excellence in a highly dynamic and fast-paced technical recruiting environment. This role manages a team of at least five (5) Recruiters and partners closely with local and global TA leadership to execute hiring strategies aligned with enterprise technology priorities.
Primary Responsibilities:
- Recruitment Delivery & Strategy
- Own and deliver hiring outcomes for the assigned business units, programs, and/or geographies
- Translate workforce plans and demand forecasts into executable hiring strategies
- Ensure adherence to Optum hiring standards, compliance, and governance
- Ensure best-in-class experience at various stages of the candidate journey
- People Leadership
- Lead, coach, and performance manage Recruiters
- Build team capability through structured coaching, calibration, and skills development
- Drive engagement, productivity, and retention within the recruitment team
- Stakeholder Management
- Act as a trusted hiring advisor to business/ technology leaders and HR partners
- Manage expectations, provide market insights, and influence hiring decisions
- Escalate risks and propose mitigation plans for hiring challenges
- Innovation & Operational Excellence
- Track and manage recruitment KPIs (on-time delivery, time to fill, quality of hires, candidate experience, hiring manager experience, cost per hire)
- Drive innovation and continuous improvement initiatives using technology and AI across sourcing, screening, and hiring processes
- Partner with various Talent Acquisition support teams, People Teams, and other Enabling Functions to optimize delivery
- Financial & Resource Management
- Manage recruiter capacity and workload distribution
- Support cost effective hiring strategies aligned with budget and demand
- Contribute to workforce planning, ramp plans, and hiring cadence optimization
- Comply with the terms and conditions of the employment contract, company policies and procedures, and any and all directives (such as, but not limited to, transfer and/or re-assignment to different work locations, change in teams and/or work shifts, policies in regards to flexibility of work benefits and/or work environment, alternative work arrangements, and other decisions that may arise due to the changing business environment). The Company may adopt, vary or rescind these policies and directives in its absolute discretion and without any limitation (implied or otherwise) on its ability to do so
Required Qualifications:
- Bachelor's degree
- 8+ years of progressive recruitment or talent acquisition experience in global capability centers or technology service providers with at least 2,500 technology FTEs
- 5+ years of people management experience in a technology hiring environment
- Experience managing large scale or multi program hiring
- Solid understanding of technical roles and industry trends
- Solid stakeholder management and data driven decision making skills
