The mission of North Carolina Emergency Management is to enhance North Carolina’s resiliency through active collaboration, communication, and coordination of protection, prevention, mitigation, response and recovery measures.
About the Plans Section:
The primary mission of the Plans Section is to develop and maintain high-quality plans and procedures that ensure alignment and consistency between agency operations and the State Emergency Response Team (SERT). The Plans Section also delivers effective programs and sustain preparedness functions with emphasis on customer service and stakeholder engagement while maintaining situational awareness and ensure the communication of clear, accurate and timely information across all levels.
About the Position:
The Recovery Planner leads the update and maintenance of critical plans and projects across the Division. This includes the North Carolina Disaster Recovery Framework (NCDRF), which guides the NC State Disaster Recovery Task Force. The Recovery Planner also serves as a central coordinator for Recovery Support Function (RSF) partners by organizing and facilitating planning meetings, incorporating feedback into plans and projects, and fostering collaboration, accountability and progress across stakeholders and leadership.
Additionally, the position supports the documentation and reporting for the NCEM Planning and Recovery Sections. The role integrates best practices and lessons learned from prior events with evidence-based strategies to strengthen statewide resilience, collaboration, and efficiency. Responsibilities include the tracking of performance indicators, milestones, and challenges, data compilation, and the preparation and delivery of presentations/briefings to stakeholders of all levels. The position assists with statewide training/exercise planning and implementation.
The position represents NCEM at planning meetings, trainings, exercises, and other planning related events throughout the state. During activations of the State EOC, this position is assigned duties within the Planning Section in support of State Emergency Response Team (SERT). Responsibilities include data analysis, documentation, and the creation of Situation Reports, Incident Action Plans and Operational Briefs.

Management Preferences 

  • Documented experience in the development, technical writing and/or editing of emergency response and/or recovery plans using processes defined in CPG 101.
  • Documented experience leading planning efforts across diverse partners and facilitating interagency collaboration.
  • Excellent written and verbal communication skills.
  • Documented experience delivering briefings and/or presentations in a professional setting.

Military Experience
