Who We Serve

North Bay Regional Center provides advocacy, services, support, and care coordination to children and adults diagnosed with intellectual and developmental disabilities and their families in Napa, Sonoma and Solano counties. North Bay Regional Center serves over 12,000 people living within the geographic boundaries of Napa, Sonoma and Solano counties. North Bay Regional Center is a nonprofit private corporation that contracts with the Department of Developmental Services to coordinate services and support for individuals with developmental disabilities. At NBRC, we’re promoting opportunities by supporting choices for people with developmental disabilities.

Note: Bilingual Spanish/English skills are preferred.

  

Nature of Work:

Under the direction of the Director of Community Services, this position is responsible for managing the implementation and ongoing rate reform process approved by the California Legislature and directed by the Department of Developmental Services (DDS). The Rates Supervisor will work closely to collaborate with other departments to resolve vendor rate issues, streamline the rate process, and provide a review of the overall accuracy of rate reform implementation, management, and ongoing rate changes. The individual will also ensure rate activities are effectively implemented in a manner consistent with client needs, laws, regulations, and North Bay Regional Center policies and procedures; tracks, drafts, and coordinates all vendor contract; monitors, organizes and supervises vendor files accuracy to ensure compliance with all audits; lead Community Services staff for all audits. This position will be responsible for the supervision of the Rate Specialist, Rate Coordinator, and a department Client Services Assistant.


Examples of Work:

Oversees all rate functions for NBRC while simultaneously maintaining overall project management responsibilities, assigns projects to the responsible employees; approves rates to be entered into NBRC’s Uniform Fiscal System (UFS) focusing on accuracy, timeliness, and regulation compliance. Oversight of NBRC’s courtesy vendorization process; NBRC and vendor compliance with vendor financial audits; compliance with regional center regulations and directives from DDS; meets with vendors to problem-solve rate issues. Works in close collaboration with the fiscal department to problem-solve rate or billing issues. Provides overall supervision to assigned employees, including preparation of, and delivery, formal and informal performance evaluations in collaboration with the Director of Community Services. 

Requirements

  

Minimum Education and Experience:

· A bachelor's degree is required and supervisory experience preferred.

· Relevant fields include, but are not limited to, public administration, finance, and business administration.

· Must have at least 5 (five) years’ relevant regional center experience.

Knowledge and Abilities:

· Knowledge of regional center rate structures, rate reform, and regional center operations; 

· Knowledge of general rate structures such as Medi-Cal Schedule of Maximum allowances, Usual and Customary, etc.

· Understand service codes, CPT, HCPC and their relation to rates

· Ability to effectively:

o Read, interpret, apply and train others to understand a variety of complex legal requirements and policy standards; 

o Plan, schedule and supervise the work of others, and to accurately evaluate their performance; 

o Formulate the establishment of objectives designed to effectively achieve stated goals; 

o Prepare (or supervise the preparation of) statistical and narrative reports; 

o Establish and maintain effective working relationships with staff, clients, community representatives, vendors, and other stakeholders; 

· Possession of narrative writing skills.

· Strong use of the English language, including spelling, grammar, punctuation, and vocabulary. 

· Methods and techniques of research, analysis, report preparation, and presentation.

· Principles and practices of public sector budgeting and finance.

· Principles and techniques for working with groups and fostering effective team interaction to ensure teamwork is conducted smoothly.

Special Requirements:

· Ability to provide personal automobile transportation, or access to another form of reliable transportation, during and after working hours.

· Must be able to independently regularly travel to all NBRC offices within NBRC’s catchment area to provide employee training as well as support and oversight to assigned staff member(s).

· Must be able to occasionally travel to attend meetings outside of NBRC’s catchment area, including occasional overnight travel to attend statewide meetings.

· If operating own vehicle, provide minimum automobile liability insurance as required by California Law.

· Flexibility in work hours is required to meet the needs of the regional center constituency.

· This position will be primarily based in the office, however, a hybrid work arrangement may also be available.

Essential Functions:

· Accurate and timely rates are reviewed and updated in the UFS system

· Ensure proper coding, including subcodes, general ledger codes, and program codes related to State Claim and state reporting

· Proficient with Excel software and databases.

· Oversight of all DDS Workforce initiatives and payments

· Responsible for the courtesy vendorization process, both going out of, and into, NBRC.

· Manage and review schedule of rate changes

· Evaluate the accuracy of vendor service code rate changes as directed by DDS.

· Coordinate with NBRC departments to determine what vendors and/or subcodes are no longer needed.

· Assist in developing correspondence directed to vendors, DDS and NBRC staff regarding rate changes.

· Ensure compliance of NBRC’s Biennial Review process for each vendor

· Ensure vendor files are maintained with accuracy and in accordance with regulations

· Maintain compliance with vendor CPA and financial audits

· Responsible for preparation and vendor file review for DDS biennial audits

· Oversight of vendor Electronic Visit Verification compliance

· Interact tactfully and effectively with those contacted in the course of work.

· Conduct periodic training for vendors and NBRC staff.

· Coordinate, track and communicate with vendors regarding overpayments

· Effectively manage assigned staff members.

· Actively participate in all management meetings, supervisor meetings, supervisor trainings, etc. 

· Attend all meetings with punctuality.

· Maintain current workload with accurate and complete documentation.

· Interact tactfully and effectively with those contacted in the course of work.

· Read, interpret and follow complex policies, procedures, laws, and regulations. 

· Communicate effectively in person, on the telephone and in writing.

· Organize, prioritize and coordinate work activities.

· Perform work under stressful conditions, as required.

· Use initiative and sound, independent judgment within established guidelines.

· Train, supervise, evaluate and motivate personnel by cultivating a sound organizational climate.

· Make decisions with a minimum of direction. 

· Analyze and find effective solutions to problems.

· Notify supervisor of schedule changes, i.e., use of accrued time-off benefits.

· Adhere to a reliable work schedule, i.e., punctuality in reporting to work and in using consistent sign-out methods. 

· Accurate and timely recording on time sheet and mileage forms.

· Represent the agency's philosophy, policies, and standards in a professional manner in the community and in the office.

· Maintain a high level of personal and professional conduct.

· Other duties as assigned. 

A note regarding NBRC’s expectations regarding remote, hybrid, and home-based work…

All employment at NBRC requires face-to-face, in-person interactions with NBRC clients, family members, community, and co-workers. Candidates for employment must live within commute distance to their preferred NBRC office, as well as the geographical location of their assigned clients. While 100% remote work is not available to NBRC employees, a hybrid work arrangement with a blend of in-office and home-based work may be available for new employees after successfully demonstrating achievement of performance expectations following at least 3 months of in-office work.
