Rail Systems Engineering Manager (High Speed Rail)

Parsons is now hiring a Rail Interface & Systems Engineering Manager who can manage, lead and develop a team of professionals in the design and delivery of large-scale, complex rail projects.

We need a Rail Interface & Systems Engineering Manager, who is versatile, and who possesses exceptional communication, analytical and management skills to work within a PMO organization. In this role you will lead a team of professionals in the management and implementation of a major high speed rail program, will take a leadership role in developing and executing our business plan, and will oversee and manage our rail systems engineering team and portfolio of clients within the region.

The ideal candidate will have extensive knowledge of rail systems engineering practices as applied to high-speed rail projects, along with design, management and construction experience. The individual will also possess detailed knowledge of applicable codes and international standards related to rail systems.
What You'll Be Doing:
Lead and develop the rail systems engineering team, providing direction, mentorship, and support.
Manage, coach, motivate and provide leadership for staff to provide high-quality services and innovative solutions to complex infrastructure design challenges involving multiple stakeholders.
Act as a Rail Systems Expert on relevant projects
Coordinate with project managers, other engineering teams, and stakeholders to ensure successful project delivery.
Work with the key project individual to devise and execute actions plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work. Advises the client and company management of any such changes.
Act as Parsons’ representative with clients and selected subcontractors during project execution.
Promote technical and commercial excellence on the project through application of Quality Assurance processes.
Develop and implement engineering policies, procedures, and best practices.
Assist in business development activities and undertake leadership roles in proposal preparation including assistance in developing project methodology, work programs, schedules, and budgets.
Collaborate with Business Development to market and secure additional work with major clients.
Maintain an awareness of trends, developments and advancements in relevant fields and broader industry to retain technical competency and provide state-of-the-art services and advice to our clients.
Perform other responsibilities associated with this position as may be appropriate.
Provide expert rail systems domain knowledge and rail systems integration advice to the Client across the full range of rail systems applications
Apply systems engineering practices to the design, development, integration and implementation of railway systems.
Conduct requirements analysis, system design, integration, verification, and validation activities.
Ensure compliance with applicable codes, standards, and regulations.
Establish the program requirements for all areas of the project and monitor the draft and final deliverables for adherence to these criteria.
Lead and oversee the preparation of technical reports and documentation of activity for clients promoting technical excellence and quality assurance of deliverables.
Oversee the design management of railway systems, including signaling, telecommunications, and train control systems.
Review and approve engineering designs, plans, and specifications.
Manage the implementation and testing of railway systems to ensure they meet project requirements and performance standards.
Ensure all engineering activities comply with international standards, industry codes, and regulations.
Conduct regular audits and reviews to ensure adherence to engineering standards and project specifications.
Identify and address any non-compliance issues and implement corrective actions as necessary.
Work with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project.
Ensure that the project meets or exceeds goals established in these plans.
Provide effective and efficient management of relevant day-to-day operations, including scheduling, assigning, and reviewing work to achieve project objectives and outcome measures.
Monitor and report on project progress, ensuring timely and within-budget delivery.
Manage risks and issues related to engineering aspects of railway projects.
What Required Skills You'll Bring:
University degree in Systems Engineering, Electrical Engineering or a related field from an accredited institution, Master’s degree preferred.
Minimum of 15 years of experience in rail systems engineering and management of design and/or construction of rail projects
Good experience of rail systems applications in a High Speed Rail environment.
At least 5 years in a managerial role.
Chartered Engineer or equivalent
Strong domain knowledge of rail systems and systems engineering practices including systems assurance, signaling and communications.
Extensive experience in the design and integration management of railway systems projects.
Detailed understanding of applicable codes, standards, and regulations in the railway industry.
Demonstrated ability and experience in training, mentoring, motivating, leading, and supervising a team of highly qualified professional staff.
Excellent project management skills, with the ability to manage multiple projects simultaneously.
Strong analytical, problem-solving, and decision-making skills.
Excellent written and oral communication and interpersonal skills.
