Next Phase Solutions and Services is seeking a Senior Database Developer / Contract Manager to support a federal report automation and data modernization program. This is a Key Personnel position, contingent upon contract award.
We are seeking a highly experienced, hands-on database and data management professional who combines deep enterprise technical expertise with extensive program management and client delivery experience.
The Senior Database Developer / Contract Manager will lead database development, administration, data architecture, integration, governance, and modernization activities while serving as the senior individual responsible for contractor work and the primary interface with the Federal customer.
Key Responsibilities
- Serve as the Contract Manager and designated senior-level individual responsible for contractor work
- Serve as the primary point of contact for the Government CO and COR and maintain awareness of work across program activities
- Be available to the COR from 8:30 a.m. - 5:00 p.m. Eastern, Monday-Friday
- Respond to discussion or problem-resolution requests within 24 hours
- Perform database development and administration
- Design and support enterprise data architectures and data-management frameworks
- Design and support repositories and data warehouses
- Support data architecture and data-management framework design
- Integrate data from multiple sources and automate data workflows
- Implement data-quality and data-integrity controls
- Support data validation and automated cleansing
- Establish and maintain data-governance practices
- Develop and maintain data dictionaries, metadata, naming conventions and standards
- Support access controls, role-based permissions, backup and disaster recovery
- Provide technical and delivery leadership, including prioritization, task coordination, risk management and problem resolution
- Communicate with Federal clients, technical stakeholders and executive leadership
- Personally contribute to the design and modernization of production data environments
- Review SQL, data models and data pipelines
- Troubleshoot complex database and data-integration issues
- Make and document architectural decisions
- Develop technical documentation and modernization roadmaps
Requirements
- U.S. citizenship required
- Bachelor's degree in Computer Science or Information Systems
- 20+ years of enterprise experience in data management, data integration, and database administration
- Experience with SQL Server, Oracle, and/or PostgreSQL

- Familiarity with DHS 4300A, NIST, CUI/PII, ATO/security authorization, and Section 508
Security and Work Arrangement
- U.S. citizenship is required
- DHS security/background processing must be completed before work begins
- DHS security/privacy requirements apply
- Existing/recent DHS suitability/EOD or prior DHS badge/system access is preferred
- Core positions may work remotely for the full period of performance
