Jered, a PAR Systems company supporting the U.S. Navy and Department of Defense, is seeking a Manager of Site Quality and Compliance to lead quality, regulatory, and Environmental Health & Safety (EHS) programs at our Norfolk, Virginia operation.
This role serves as the senior site authority for quality, compliance, and EHS, ensuring products, services, and operations meet contractual requirements, NAVSEA standards, and corporate Quality Management System (QMS) expectations. Working within an established enterprise framework, this leader will partner with operations, engineering, and executive leadership to strengthen site-level quality capabilities in support of a growing manufacturing and service organization.
The ideal candidate brings hands-on leadership experience in U.S. Navy or DoD fabrication, ship repair, or industrial manufacturing environments, with strong knowledge of NAVSEA standards, welding and fabrication quality practices, regulated quality systems, and operational leadership in highly compliant settings.

Success Criteria:
In this leadership role, you will drive site quality performance, regulatory compliance, and operational readiness at Jered’s Norfolk facility. Your leadership will directly support successful execution of Navy and defense programs while ensuring alignment with corporate quality standards and customer expectations.
You will lead site-level quality, inspection, and EHS programs across fabrication, welding, machining, assembly, and field service activities, balancing strategic leadership with practical execution in a custom manufacturing environment.
Success will be measured by your ability to establish scalable quality systems that support operational growth while maintaining compliance with NAVSEA, DoD, OSHA, ISO 9001, ABS, and customer-specific requirements. You will drive continuous improvement initiatives focused on reducing rework, improving process capability, strengthening audit readiness, and increasing operational effectiveness.
You will also serve as the primary interface for customer quality interactions, government representatives, DCMA, SUPSHIP, and external auditors. Strong risk identification, corrective action management, and organizational accountability will be critical to success.
This role is ideal for a leader who combines technical quality expertise with operational leadership in highly regulated industrial environments supporting defense and maritime applications.
Technical Scope and Environment
Jered supports advanced manufacturing, fabrication, repair, and engineered systems programs for U.S. Navy and defense customers involving:

Site Leadership & Quality Ownership
• Serve as the Norfolk site leader for Quality, Compliance, and EHS programs.
• Lead and develop the site quality organization, including inspectors and quality personnel.
• Monitor KPIs related to NCR trends, audit findings, rework, and cost of poor quality.
• Provide leadership visibility into compliance risks and improvement priorities.
• Partner with Operations leadership to integrate quality and compliance into execution planning.
Startup & Operational Readiness
• Lead implementation of corporate QMS processes at the Norfolk site.
• Develop scalable quality practices aligned with operational growth and site complexity.
• Ensure inspection strategies, staffing, and compliance controls are established before production execution.
Compliance & Regulatory Oversight
• Ensure compliance with NAVSEA, DoD, OSHA, ABS, ISO 9001, and contractual requirements.
• Serve as the primary interface with customers, DCMA, SUPSHIP, auditors, and shipyard representatives.
• Lead internal and external audits, including readiness, execution, and corrective action closure.
• Maintain oversight of certification records, inspection documentation, and data packages.
Quality Systems & Execution
• Oversee inspection, testing, and verification activities across fabrication, machining, welding, assembly, and field work.
• Maintain quality procedures, work instructions, and inspection requirements.
• Lead NCR, MRB, deviation, waiver, and CAPA processes.
• Drive root cause analysis and continuous improvement initiatives focused on quality and operational performance.
EHS Leadership & Compliance
• Lead Environmental Health & Safety programs in alignment with corporate and regulatory requirements.
• Ensure OSHA compliance and promote safe work practices across manufacturing and field operations.
• Establish and enforce required training, certifications, and PPE standards.
Authority & Risk Management
• Exercise authority to stop production, shipment, or field work when quality or safety standards are not met.
• Escalate significant compliance or operational risks to senior leadership with recommended corrective actions.
• Drive accountability and resolution of critical quality and safety concerns.
Cross-Site Collaboration
• Support additional Jered locations as needed while maintaining primary responsibility for Norfolk operations.
• Partner with corporate quality leadership to ensure consistency across the organization.
