- Why does the job exist?
Primary driver for the technical development of all Certification Staff within a designated region or country. Works directly with employees, managers and technical training staff to develop technical skills to build capacity to delivery on business strategy.
This role is directly responsible for building and maintaining technical expertise required to execute the organization’s strategic objectives as defined by Operational Leaders. By designing and driving targeted technical development pathways for all Technical Staff, it ensures the business has the right skills, qualifications, and practical experience in place to deliver on its commitments.
Key responsibilities include working with employees and managers to develop individual training plans, securing mentorship, and facilitating hands-on experience aligned with business needs. The role works in close partnership with Operations Leaders, Technical Training and Qualification teams, Technical Support and Oversight, and other key stakeholders to build technical capacity/development into the fabric of operational execution.
It also leads on the delivery of Ops Leadership defined cross-training initiatives, manages the outcomes of Technical Interviews, supports the rollout of new services and programs, and ensures seamless integration of new graduates into the technical workforce.
Collaboration with Technical Training and Qualification, Technical Support and Oversight, Accreditations, Quality Management, Commercial Units, and senior levels of TIC Operations Leadership is essential to ensure training materials and delivery mechanisms are optimized to support critical performance metrics such as Turnaround Time (TAT), On-Time Delivery (OTD), project pickup speed, and Customer Experience.
To drive accountability and continuous improvement, the role produces and communicates training and qualification dashboards and performance reports to Technical Management and Operations Leadership, providing clear visibility into the effectiveness and strategic impact of technical capability development.

- Leads the coordination of all stakeholders to ensure the timely achievement of technical qualifications that directly support CSA’s strategic initiatives and operational delivery.
- Assists Operational Leaders and employees by providing clear pathways and tools to support the qualification of their teams, fostering ownership and accountability for technical development within their business units.
- Monitors, measures, and reports on progress of individualized training and qualification plans for Technical Staff (numbers vary by region) across the assigned region or business area, ensuring alignment with strategic goals and operational readiness.
- Delivers measurable outcomes through:
- Increased volume of targeted qualifications across the region
- Growth in the number of qualified Certifiers
- Scheduling and deployment of resources to meet development needs
- On-time completion of training activities supported by TTSs, PTLs, and mentors
- Supports the timely onboarding of new hires, ensuring they are integrated into the technical development framework from day one, accelerating their contribution to strategic outcomes.

Knows the Business
- Manages the creation, organization, and tracking of individualized training qualification paths to technical staff to ensure that the Trainees complete their qualifications as quickly as possible
- Collaborates with the PGMs and Op’s Managers to ensure that the training and qualifications plans are effectively prioritized to ensure the Technical Staff are accountable for their development plans.
- Works with the PGMs, Team Leads and Ops Managers to align and prioritize the training portfolios for staff to meet critical business needs
- Counsels the Technical Staff on technical career paths so they can grow within the organization
- Develops and coordinates, with the PTLs, Commercial Unit team, Technical Training Specialists and assigned operational mentors, a system for the delivery of technical training qualifications.
Working Well with Others
- Keeps a line of communication open among all project stakeholders, including Operations Directors, Operations Managers, PGMs, Team Lead and L&D staff with tracking training deliverables, milestones, and any decisions made to the qualification process.
- Works towards achieving qualification goals and initiatives (based on targeted KPI’s) to ensure alignment with CSA Group’s strategic goals, objectives and priorities.
- Works with a wide range of stakeholder groups to identify training & qualification requirements for various technical roles.
- Supports the optimization of accreditation technical qualification requirements and how qualifications must be achieved in order to meet regulatory requirements of our accreditors.
- Works with HR and Operations to support the development of a learning culture.
- Supports the scheduling and coordination of individual and group training & qualification efforts. Provides a voice for their region for specific training event needs.
- Supports training and qualification requests for new offices or integration of acquisitions with innovative solutions to efficiently achieve training and qualification objectives to support business targets and dates.
- Provides guidance to Technical Staff as they build their personal Learning and Development plans.
Delivering Results
- Leads the coordination and drive of TTS and technical mentors/coaches in order to hit their technical training metrics, with a desired end state of engaged CSA employees that are qualified and build the necessary knowledge and capabilities to achieve operational technical excellence i.e. highly competent/fluent staff aligned with our Customer Experience strategy and Quality targets.
- Supports and works towards the achievement of established metrics (KPI’s) including but not limited to qualification rates, quality of training and retention of knowledge.
- Leads and implements improvements in processes and procedures and ensures programs are up to date and consistent.
- Recommends new qualification services and tools aimed at reducing the time needed to achieve qualifications.
- Identifies when Trainees fall behind in their coursework plans and escalates this to TIC Operations Management.
- Identifies when Mentors and Approvers fall behind in their training tasks and escalates this to their managers.
- Evaluates the trainee landscape to ensure we have the appropriate number of fully qualified staff to satisfy capacity planning expectations.
- Supports the team in the production and execution of new qualifications and changes to qualifications

- Facilitates a culture that promotes safe work behaviors as a way of business by actively identifying, supporting and reinforcing safe work practices, environmental aspects and desired health and safety behaviors of employee
- Identifies unsafe behaviors immediately and reports them in the Velocity system to enforce accountability
5) Work Environment
- Describe the working conditions related to the job including physical requirements, equipment used, time constraints, public contact, etc.
- Normal office environment with periodic visits to various global CSA Group Locations and TM events.
- Ability to effectively balance multiple duties and work assignments.
- Regular business hours with occasional off hour meetings to accommodate for time zone differences
- Multiple priorities with limited control and frequent pressure to change and adapt
6) Preferred Education &
Experience
- List the minimum amount of education and/or experience required to perform the job. Be specific in terms of the type of experience required.
- University degree or 3-year college Diploma; with experience in complex project management
- 5-7 years people and project management experience including leading operational teams in the Testing and Certification Industry.
- Certified Training professional certification is preferred.
- Excellent administration, IT and organization skills
- Excellent project planning and execution ability.
- Excellent organizational and time management skills for multi-tasking and prioritization.
- Accuracy and attention to detail
- High level of confidentiality and diplomacy required
- Ability to plan, organize and schedule work; ability to juggle multiple tasks with competing deadlines
- Proven capability of successfully leading operational improvements through employee development.
- Proven experience in delivering results while engaging diverse stakeholder groups.
- Experience with Cornerstone OnDemand, Power BI, and Smartsheet preferred
