ON.energy is seeking a Prevailing Wage and Apprenticeship (PWA) Compliance Specialist to own and manage PWA compliance across our national portfolio of Battery Storage projects. This role sits at the intersection of tax, project management, and HR, ensuring that our projects satisfy the labor requirements necessary to secure the full value of §48E Investment Tax Credits. You'll work closely with our Tax, HR, and Project teams, as well as EPC contractors and subcontractors, to build and maintain a defensible compliance program from construction start through project handover.

 KEY RESPONSIBILITIES
  • Own end-to-end PWA compliance for ON.energy's BESS project portfolio, ensuring alignment with IRS guidance on prevailing wage and apprenticeship requirements under §48E (and related Treasury regulations).
  • Develop, implement, and maintain PWA compliance programs, recordkeeping systems, and internal controls across multiple concurrent projects.
  • Review and monitor contractor and subcontractor wage determinations, certified payroll records, and apprenticeship utilization ratios; flag and remediate deficiencies before they threaten credit eligibility.
  • Coordinate with EPC contractors, labor counsel, and outside tax advisors to resolve PWA compliance questions and support cure/penalty payment processes when needed.
  • Prepare PWA compliance documentation to support ITC monetization, tax equity, and MIPSA/transaction due diligence processes, working directly with Legal and Tax on buyer diligence requests.
  • Track evolving IRS/Treasury guidance, Department of Labor wage determinations, and industry best practices, and translate changes into updated internal policy and training.
  • Build internal and external-facing reporting (board updates, investor materials, compliance trackers) summarizing portfolio-wide PWA status and risk.
  • Provide training and technical guidance to internal stakeholders and contractors on PWA obligations and recordkeeping standards.
What You Bring
  • 2-5+ years of experience in clean energy tax credit compliance, prevailing wage/apprenticeship programs, or related regulatory/policy work (government, consulting, or industry).
  • In-depth knowledge of prevailing wage and apprenticeship requirements under the Inflation Reduction Act and §48E/§45 credit regimes.
  • Experience managing complex, multi-stakeholder compliance programs with competing deadlines across multiple simultaneous projects.
  • Strong analytical skills with the ability to interpret statutory, regulatory, and legislative guidance and translate it into operational policy.
  • Excellent technical writing skills — comfortable producing compliance memos, policy documentation, and internal/external briefings.
  • Bachelor's degree required; advanced degree in policy, public administration, or related field preferred.
