Job Responsibilities

The incumbent will be responsible for managing procurement projects and activities and possess quantity surveying experiences to:

  • Work with Service Line and Project Manager to understand technical requirement and develop procurement strategies.

  • Responsible for cost planning, cost control, central procurement implementation and management, construction cost management and vendors management in asset enhancement, operation, and maintenance of different services lines in Hong Kong

  • Manage the Purchase processes for a given set of goods/services in line with specified cost, quality, and delivery targets in accordance with the Quality, Health, Safety & Environmental, and Procurement standards.

  • Apply sourcing policy, interface between potential suppliers and businesses with respect to technical services/ statement of works on specifications, budgets, price inquiries, quotations, purchase orders and contracting out assignments.

  • Balance both tactical executions with strategic initiatives necessary on cost reduction projects to drive down costs of ownership by contracts negotiation, cost structure review, ensure liability and business terms/ conditions by adopting procurement best practice tools and methods. 

  • Provide technical/commercial assistance to Purchasers to develop an awareness of construction industries processes, purchasing/sourcing concepts and improve product knowledge.

  • Actively conduct service performance review and monitor non-compliance when identified in an early stage, preventing interruption, delays, and unnecessary costs.

  • Ensure that materials are delivered in the most efficient manner, in good condition within the agreed time limit, and effectively deal with any returns.

  • Accountable for effectively and structural handling of complains and non-conformance about shipment deliveries, their completeness and state.

  • Manage problems, schedule changes and ensure changes are reflected within the ERP systems.

  • Contribute to continuous improvement of the Procurement related systems and procedures.

  • Ensure that the procurement chains are following Fugro policy, principles and standards and procedures together with safeguarding vendors, contractors, and other service providers per corporate governance. 

Job Requirements

  • Minimum 3 years’ experience in full spectrum Purchasing, preferably working in consultancy firms, construction companies and Procurement experience in Engineering fields for negotiating and making contracts.

  • Degree holder in Building, Engineering or equivalent with Supply Chain Management qualification an added advantage.

  • Strong technical knowledge and understanding of Geotechnical processes and components.

  • Highly service-minded, both internal and external customers.

  • Results Oriented with excellent planning, organizing and communication skills.

  • Technical and commercial acumen are highly preferred.

  • Proficiency in EPR system and MS Word, Excel, PowerPoint, and Chinese Word Processing.

  • Excellent command of spoken and written English and Chinese including Mandarin.
