Management Sciences for Health (MSH) is seeking a Public Supply Chain Advisor for an anticipated 10-year USAID global supply chain and pharmaceutical management project. The project’s purpose is to provide comprehensive technical assistance for health supply chain and pharmaceutical management systems.

The Public Supply Chain Advisor is a key leadership position that is responsible for overseeing the public sector supply chain technical strategy, approaches and implementation of the public supply chain program at the global and country level, coordinating country-based technical activities, and ensuring high technical standards and program performance. The Public Supply Chain Advisor is a member of the management team and, with the Deputy Project Director (DPD)/Technical Director and the Project Director, represents the program to USAID, representatives from collaborating country governments, and stakeholders. 

SPECIFIC RESPONSIBILITIES:
  • Oversee overall public sector supply chain technical approach and technical implementation, and field-based activities to ensure efficient, effective and sound interventions.

  • Ensure that the program identifies and addresses the technical expectations, needs, and interests of host country, donor and that the solutions reflect the strategies and design of the program. 

  • Develop and promote a performance-improvement culture and processes necessary for ongoing improvement of the technical effectiveness and efficiency of the overall program implementation at the global and country levels.

  • Contribute to and monitor country development and execution of work plans for aspects of public supply chain that meet country requirements and address the needs of USAID.

  • In collaboration with global staff, DPD/Technical Director, and DPD Program Implementation, and country teams, ensure that country teams are adequately and efficiently technically resourced in the area of public supply chain.

  • Support communication and coordination with USAID and other stakeholders in technical area.

  • Coordinate with other technical area advisors to ensure coordinated and integrated strategies, approaches, work streams, and high-quality deliverables.

  • Contribute to NextGen awardee coordination as needed.

  • Ensure that program activities are compliant with technical expectations, SOPs and MSH best practices and policies.

  • In collaboration with the management team, ensure that timely remedial actions are taken to mitigate risks.

  • Represent the program to USAID missions, NextGen platforms, and other donors at the global level.

QUALIFICATIONS

QUALIFICATIONS: 

  • A master’s degree or higher in public health, supply chain logistics, international development or a related field or a bachelor’s degree with 4 more years experience. 

  • At least 10 years of professional experience in the management or implementation of international development activities in/for low and middle-income countries (LMICs).  

  • Of the above 10 years, at least 6 of the years must have supply chain management or systems strengthening activities in more than 4 LMICs including working with the private sector and governments and time spent living and working in more than one LMIC (Governance and policy, human workforce development & institutional capacity building; enabling environment, forecasting, and supply planning; procurement; customs clearance; warehousing and inventory mgmt; distribution and transportation, in-country logistics operational support; supply chain data systems and mgmt.; data use, analytics and performance mgmt.) 

  • At least 5 years of experience working in partnership with U.S. Government agencies, international donors, or other multilateral agencies.  

  • Demonstrated senior-level leadership (e.g., Chief of Party, Technical Lead) to programs of similar magnitude and complexity is preferred.  

  • Fluency in English oral and written communication.  

  • Ability to interact professionally in one or more relevant foreign languages (e.g., French, Spanish, Portuguese) is preferred. 

  • An understanding of the political-economic obstacles to reform in the public health supply chain sectors. 

  • Demonstrated understanding of the challenges and opportunities for achieving self-reliance in LMICs. 

  • Proven experience managing a team of highly skilled senior experts and supervising a project of similar scale and complexity. 


 

The expected salary range for this position is: $140,000.00 - $200,000.00 annually (U.S. locations only).
