Position Summary 

The PFM Data Analytics Manager will provide specialized analytical and managerial support for public financial management (PFM), fiduciary risk, and G2G verification activities in Uganda. Reporting to the Director of Data and Information Systems, the Manager will work closely with the Lead, Health Sector PFM & Fiduciary Risk Assessment, translating PFM, financial, HRIS, and program data into actionable evidence on fund flows, disbursement, expenditure, performance, and risk at national and subnational levels. The role will lead desk-based PFM data analysis, triangulate existing assessments and reviews with project verification results, identify areas requiring additional risk assessment or review, and support verification teams to use financial and administrative data consistently and rigorously. 

Responsibilities 

Technical and thought Leadership (60% of LOE) 

  • Support the verification process by conducting timely analysis of PFM, financial, HRIS, and related administrative data from national and subnational information systems. 
  • Analyze G2G fund disbursements and fund flows from national to subnational levels, highlighting delays, bottlenecks, unusual patterns, and discrepancies that require follow-up. 
  • Reconcile disbursements and expenditures with agreed activities, milestones, and verified project results, and document material variances for review by the PFM Lead and project leadership. 
  • Triangulate existing PFM, fiduciary, audit, institutional, and capacity assessments with current system data and project verification findings to identify evidence gaps and areas that may require additional assessment or field review. 
  • Conduct desk reviews of PFM-related evidence and prepare practical analytical outputs such as fund-flow summaries, reconciliation tables, exception reports, risk flags, and national/subnational comparisons. 
  • Work with the PFM Lead and Director of Data and Information Systems to identify which issues can be verified through central systems and desk review and which should be referred for targeted onsite verification. 

Strategy, Representation and Organizational development (20% of LOE) 

  • Support development and refinement of practical analytical tools, templates, dashboards, and data-extraction procedures for PFM analysis and verification, using existing government and project systems wherever possible. 
  • Participate, as assigned, in technical discussions with government counterparts and project teams to explain analytical findings, clarify data issues, and support follow-up actions. 
  • Contribute PFM and financial analytics to project planning, verification approaches, reports, learning products, and improvements to routine data and information systems. 
  • Participate in relevant national technical working groups as requested.  

 People and Project Management (20% of LOE) 

  • Supervise and coach analysts and verification team members assigned to PFM-related desk review and field verification tasks, with clear work assignments and quality checks. 
  • Train verification teams on financial and HRIS data interpretation, reconciliation methods, source-document review, evidence standards, and documentation of discrepancies. 
  • Coordinate with verification and data teams so that financial findings are compared with health service delivery and health systems results and unresolved discrepancies are followed up. 
  • Maintain organized analytical files, evidence logs, and audit trails and support timely completion of assigned PFM analytics and verification deliverables. 
  • Other duties as assigned.

Requirements
  • Bachelor's degree in economics, finance, accounting, statistics, data science, information systems, public policy, public health, or a related field; a relevant master's degree is an advantage. 
  • At least 5 years of relevant experience in financial analysis, PFM, public finance, health financing, data analytics, government systems, audit, verification, or related work. 
  • Practical experience working with government financial, administrative, or HRIS data. Familiarity with Uganda systems such as IFMIS, PBS, HCM/HRIS, or related platforms is an advantage; direct experience with every system is not required. 
  • Strong Excel and data-analysis skills, including the ability to reconcile datasets, identify discrepancies, summarize trends, and produce clear tables and visualizations. Experience with Power BI, STATA, R, Python, SPSS, or similar tools is an advantage. 
  • Ability to review and synthesize assessments, audits, financial records, and program results and translate them into clear evidence gaps, risk flags, and practical follow-up questions. 
  • Experience supervising, coaching, or training small teams involved in data review, verification, audit, monitoring, or fieldwork. 
  • Strong written and verbal communication skills and ability to work effectively with technical teams and government counterparts. Full professional fluency in English is required. 
  • Ability and willingness to travel within Uganda as needed for targeted verification, supervision, and technical support.
