Our team moves fast and executes with precision. As Proposal Strategist, you’ll play a pivotal role in helping Turion win new business across both government and commercial markets. You’ll lead the development of compelling, compliant, and creative proposals that tell our story, demonstrate technical credibility, and secure mission-critical contracts.

This role combines strategic writing, cross-functional project management, and process ownership. You will collaborate with engineering, product, business development, and leadership teams to translate complex technical solutions into persuasive narratives that resonate with customers.

This position will be located on-site at our HQ in Irvine, CA.
Key Responsibilities

  • Own the proposal development lifecycle from draft solicitation through final submission and revisions for federal, commercial, and international customers.

  • Author high-quality, persuasive proposals that win new business for Turion, including spacecraft missions, software systems, and technology services.

  • Collaborate cross-functionally with Engineering, Program Management, and business teams to ensure technical accuracy and strategic alignment.

  • Partner with the Business Development team to understand customer needs, positioning, and competitive advantages.

  • Manage timelines and proposal workflows, enforcing internal deadlines and coordinating inputs from multiple stakeholders.

  • Write clear, compliant, and customer-focused content, revising technical input for clarity, tone, and readability.

  • Build and maintain proposal compliance matrices, ensuring alignment with RFP requirements and Turion standards.

  • Develop proposal templates, tools, and best practices to streamline and scale the proposal process.

  • Track proposal progress and communicate status regularly to leadership and key stakeholders.

  • Contribute to creative storytelling and visual design elements that elevate the readability and impact of Turion’s submissions.

  • Engage with customers and partners as needed to clarify teaming arrangements, technical details, and bid strategy.

Basic Qualifications

  • Bachelor’s degree in Engineering, English, Communications, Business, or related field.

  • 2+ Years of experience writing, developing, and managing government or commercial proposals.

  • Exceptional writing ability with the capability of simplifying complex technical concepts while maintaining precision and persuasive tone.

  • Strong project management and organizational skills; able to coordinate multiple proposals and deadlines concurrently.

  • Understanding of RFP/RFQ compliance requirements and proposal development best practices.

  • Highly detail-oriented with ownership over accuracy, structure, and message.

  • Comfortable collaborating with subject matter experts (SMEs) and leadership teams.

  • Technically curious and eager to engage deeply with spacecraft, software, and mission operations content.

  • Proficiency with proposal tools and platforms; familiarity with leveraging generative AI to accelerate writing and research.

  • The ability to obtain and maintain an active Secret / Top Secret security clearance.

Preferred Qualifications

  • 3+ years of proposal experience in the aerospace, defense, or technology sector.

  • Experience managing or contributing to government proposals (NASA, DoD, SDA, AFRL, etc.).

  • Familiarity with Shipley, Lohfeld, or similar proposal development methodologies.

  • Experience using Salesforce, SharePoint, or other CRM and collaboration tools.

  • Demonstrated success managing nonstandard or complex proposal processes.

  • Strong visual storytelling and layout sensibility (e.g., structuring technical data into clear, readable sections).

  • Active U.S. Security Clearance

Proposal Strategist Salary: $110,000 - $140,000 USD.

This position may include access to technology and/or software source code that is subject to U.S. export controls. To conform to U.S. Government export regulations, applicant must be a (i) U.S. citizen or national, (ii) U.S. lawful, permanent resident (aka green card holder), (iii) Refugee under 8 U.S.C. § 1157, or (iv) Asylee under 8 U.S.C. § 1158, or be eligible to obtain the required authorizations from the U.S. Department of State.
