The Proposal Specialist leads the development of compelling, compliant proposals in support of sales initiatives. This role is responsible for writing, editing, and shaping technical content clearly. Partnering cross-functionally with Engineering, Operations, and Finance, the Proposal Specialist supports proposal strategy, ensures alignment with customer requirements, and manages the end-to-end development process to deliver high-quality, compliant submissions.

YOUR IMPACT

  • Accountable for on-time, compliant, high-quality proposal submissions that align with customer requirements and internal standards

  • Own and manage the end-to-end proposal development process from receipt of request through final submission

  • Download proposal documents from customer websites and other designated sources, ensuring all requirements and attachments are captured and distributed appropriately

  • Set up new proposal files and folders, establish document structure, and distribute materials to key stakeholders to initiate the proposal process

  • Develop and manage proposal timelines, milestones, review cycles, and submission checklists

  • Ensure full compliance with RFP/RFQ requirements including formatting, documentation, page limits, and submission instructions

  • Act as the proposal process lead and central point of contact between Sales, Pricing, Legal, and other stakeholders during the proposal process

  • Lead proposal kickoff meetings to align scope, responsibilities, deliverables, and deadlines

  • Draft, edit, and refine technical and operational content to ensure proposal documents are clear, accurate, aligned with customer requirements, and presented in a cohesive voice

  • Maintain version control and document management standards to ensure accuracy and consistency

  • Own the organization and maintenance of the bid repository, ensuring records, supporting documentation, and historical submissions are accurate, complete, and well organized

  • Coordinate required certifications and business documentation (SBE, WBE, MBE, DBE, etc.) as required per opportunity

  • Identify risks, content gaps, and compliance issues early and elevate as needed

  • Support continuous improvement of proposal templates, tools, and standard operating procedures to increase efficiency and quality

  • Maintain organized records and backup documentation for all submitted proposals and related materials

MINIMUM QUALIFICATIONS  

  • Bachelor’s Degree with three (3) or more years of RFP/RFQ experience. OR an equivalent combination of education and experience.

  • Proficiency in Microsoft Office Suite, Adobe or Kofax PDF, and document collaboration tools

  • Exceptional organizational skills and attention to detail, particularly in compliance-driven environments

STANDOUT QUALIFICATIONS

  • Strong technical writing and editing skills, with the ability to translate complex operational information into clear, customer-focused language

  • Demonstrated ability to read, interpret, and apply complex customer requirements to ensure proposal compliance

  • Strong project management skills with the ability to manage multiple proposals and competing priorities simultaneously

Pay Range:

$64,500.00 - $103,500.00

The above pay range reflects the minimum and maximum target pay for the position across all U.S. locations. Within this range, individual pay is determined by various factors, including the scope and responsibilities of the role, the candidate's experience, education and skills, as well as the equity of pay among team members in similar positions.
