Position Summary:
We have an immediate need for a Proposal Specialist to join the Growth Team. This is a remote position supporting our corporate headquarters in Rockville, MD. We are looking for a document production and desktop publishing expert who is exceptionally skilled at fixing complex formatting, layout, and production issues in Microsoft Word, PowerPoint, Adobe Acrobat, and related publishing tools. This person should be able to transform inconsistent or problematic documents into polished, professional, client-ready deliverables under tight deadlines.

Job Responsibilities:
- Responsible for implementing, administering, and improving the proposal process under the direction of the Director of Proposals.
- Support the preparation and submission of proposals by managing timelines, tracking deliverables, and ensuring compliance with solicitation requirements.
- Format and prepare Word documents with highly advanced formatting and following detailed procedures.
- Assist in the development and maintenance of proposal schedules, outlines, compliance matrices, communications, and plans.
- Maintain the organization of proposal SharePoint sites for each proposal.
- Participate in the continuous improvement of Growth Team processes, including tracking systems, recordkeeping, search systems, and content resources.
- Coordinate and participate in meetings and status calls.
- Support the efforts of team members, including internal staff, corporate partners, consultants, and vendors, to prepare proposal inputs.
- Maintain content resources such as resumes and past performance libraries.
- Conduct quality checks to ensure compliance and alignment with solicitation instructions, content plans, review feedback, and corporate standards.
- Catch and correct all errors prior to submission.
- Assist in integrating win strategies, themes, and discriminators into proposals as guided by the Proposal Manager and Capture Manager.
- Prepare materials for and assist in color reviews, ensuring feedback is documented and incorporated effectively.
- Participate in reviews, quality assurance, and providing feedback.
- Support the production, reproduction, and preparation of final submissions.
- Implement strong configuration management procedures to ensure quality submissions.
- Assist in coordinating the development of presentations, meetings, discussions, and proposal revisions.
- Help document lessons learned and contribute to process improvement initiatives for future proposal development efforts.
Requirements:
- Advanced skills in Microsoft Word, including independent troubleshooting of the problems that come up in a collaborative editing environment, and advanced use of styles, multi-numbering, TOCs, and other helpful features.
- Bachelor’s Degree in business, communications, or a related field, or equivalent professional experience.
- 2 or more years of experience supporting the development of compliant, competitive proposals for Federal Government contracts.
- Familiarity with the Federal Procurement process and the Federal Acquisition Regulation (FAR).
- Proficiency in the MS Office Suite (Outlook, Excel, PowerPoint), Adobe Acrobat, and collaboration portals such as MS Teams and SharePoint.
- Strong organizational and multitasking skills, with the ability to manage multiple projects and deadlines.
- Excellent written and verbal communication skills.
- Attention to detail and a high level of accuracy.
- Willingness to learn advanced AI techniques.
- Willingness to learn about DIFZ’s advanced scientific lines of business.
Desired Skills:
- Experience with Health IT, Agile Software Development, Systems Development Lifecycle (SDLC), Public Health, or Business Consulting proposals is a plus.
- Familiarity with proposal development for HHS (i.e., NIH, CDC, FDA, and/or CMS) is desirable.
- APMP® Foundation certification or training is a plus.
- Knowledge of Shipley proposal development methods is a plus.
- Understanding of 508 compliance for electronic documents is desirable.
