DNI seeks a Proposal Manager (PM) to assist with the business development and proposal management activities needed for our growing company. The preferred location of the position is in Oklahoma City, OK; however, remote candidates will be considered.
Under direct supervision of DNI’s Proposal Team Manager, DNI’s Proposal Manager is responsible for effective proposal management of government solicitations from time of release through submission, including coordination of proposal team, schedule, volume reviews and recovery, production ensuring an on-time, compliant response. As a member of the Business Development team, the PM focuses on entrepreneurship while both strengthening relationships with current partners and customers and servicing the government. The PM will be responsible for monitoring RFQ/RFI websites and emails for business opportunities and distributing relevant information to appropriate internal and external points of contact.
Position: Proposal Manager
Location: Preferred Oklahoma City, OK based office position; however, remote candidates will be considered
Essential Functions and Responsibilities:
- Managing the full proposal lifecycle using Shipley-based processes, including the development of large, complex proposals to ensure timely, accurate, and high-quality submissions
- Supporting Business Development Directors with pre-RFP efforts, such as RFIs, Sources Sought responses, NDAs, TAs, and early-stage capture documentation
- Analyzing RFPs to identify key requirements, develop compliance matrices and proposal outlines, and promptly communicate critical deadlines and deliverables to stakeholders
- Creating and maintaining proposal schedules, action item lists, capabilities matrices, and data call responses to ensure proposal compliance and completeness
- Leading proposal meetings including kick-offs and tag-ups, ensuring they provide meaningful progress updates and drive accountability
- Coordinating with pricing teams, finalizing past performance references, and managing all color team reviews (Pink, Red, Gold), including recovery planning
- Overseeing final production, White Glove review, and on-time delivery, as well as post-submission activities such as responses to Evaluation Notices (ENs) and Final Proposal Revisions (FPRs)
- Managing subcontractor proposal contributions and data calls, taking a proactive approach to coordination and integration
- Monitoring opportunity updates via GovWin, SAM.gov, and procurement inboxes; maintaining organized SharePoint repositories with all relevant documentation and review materials

Equipment/Systems:
- This position requires frequent use of Microsoft Office, Adobe Pro and GovWin. Basic copier knowledge is required for printing proposals (volumes, covers, spines, CD labels, tabs, etc.).
Work Environment & Physical Demands:
- This job operates in an office setting. This role routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets. This is a largely sedentary role that primarily requires sitting at a desk in front of a computer for long periods of time.
Position Type and Expected Hours of Work:
- This is a full-time exempt position; typical work hours and days are Monday through Friday, 8:00 a.m. to 5:00 p.m.; working long hours, evenings, weekends or holidays as required is expected during active proposals.
Travel – 10-15% for travel to conferences/training or corporate events
Requirements
Preferred Education and Experience:
- Minimum of 7 years of experience managing proposals
- Strong knowledge of federal contract types (e.g., GWACs, GSA Schedules) and applicable regulations, including FAR/DFARS
- Familiarity with government procurement tools and resources such as SAM.gov and GovWin
- Skilled in interpreting and applying bid evaluation criteria to ensure proposal compliance and responsiveness
- Demonstrated leadership and independent problem-solving capabilities
- Excellent written and verbal communication skills, with a strong emphasis on collaboration and stakeholder engagement
- Effective time management and prioritization skills, with the ability to meet tight deadlines
- Strong interpersonal skills with the ability to build relationships across all levels of an organization
- Proven ability to manage multiple concurrent proposals of varying size and complexity
- Proficiency in Microsoft Office Suite and collaboration tools such as Microsoft Teams and SharePoint
- Hands-on experience applying Shipley and/or APMP methodologies in proposal development
