Job Summary:
We are seeking a highly motivated and experienced Proposal Manager to join our team. The Proposal Manager will be responsible for managing the entire proposal development process, from initial request for proposal (RFP) to final submission, ensuring that all proposals are compliant, compelling, and competitive. The ideal candidate will have a strong background in the Oil & Gas industry, excellent project management skills, and the ability to work effectively under pressure.

Key Responsibilities:
- Lead and manage the proposal development process for complex bids in the Oil & Gas sector.
- Analyze RFPs, RFQs, and other solicitation documents to understand client requirements and develop a clear strategy for proposal responses.
- Coordinate and collaborate with cross-functional teams, including engineering, project management, finance, legal, and marketing, to gather necessary information and inputs for proposals.
- Develop and maintain proposal schedules, ensuring timely completion of all proposal components.
- Write, edit, and review proposal content to ensure clarity, accuracy, and compliance with client requirements.
- Create compelling executive summaries, technical sections, and other proposal content that effectively communicates the value proposition of our solutions.
- Manage the proposal review and approval process, incorporating feedback from stakeholders and ensuring final proposals meet high-quality standards.
- Maintain a repository of proposal templates, standard content, and best practices to streamline future proposal development efforts.
- Ensure compliance with all internal policies, procedures, and external regulations related to proposal development and submission.

Cost Estimation and Manhours Estimation Responsibilities:
- Develop detailed cost estimates for proposals, including materials, scope of work, equipment, and subcontractor costs.
- Collaborate with engineering and project management teams to gather accurate cost data and ensure estimates are based on realistic assumptions.
- Prepare comprehensive manhours estimates, detailing the scope of work requirements for each phase of the project.
- Utilize historical data, industry benchmarks, and project-specific information to develop accurate and competitive cost and manhours estimates.
- Present cost and manhours estimates to senior management and stakeholders, providing clear justifications and supporting documentation.
- Continuously update and refine cost estimation models and tools to improve accuracy and efficiency.
- Track and analyze actual project costs and manhours against estimates to identify variances and improve future estimation processes.


Requirements
Qualifications:
- Bachelor’s degree in Engineering, Business Administration, Marketing, or a related field. Advanced degree preferred.
- Minimum of 5 years of experience in proposal management, preferably within the Oil & Gas industry.
- Proven track record of successfully managing and winning complex proposals.
- Strong understanding of the Oil & Gas industry, including key players, market trends, and regulatory environment.
- Excellent project management skills, with the ability to manage multiple proposals simultaneously and meet tight deadlines.
- Exceptional written and verbal communication skills, with the ability to articulate complex technical concepts in a clear and compelling manner.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and proposal management software.
- Strong attention to detail and commitment to producing high-quality work.
- Ability to work independently and as part of a team, with a proactive and results-oriented approach.
- Experience with cost estimation software and tools.
- Strong analytical skills and the ability to interpret complex data and develop accurate estimates.


Skills Required
