Northrop Grumman Space Systems (NGSP) is seeking a Proposal Manager 2 for the Business Development Capture Excellence Proposal Management team.
As Proposal Manager 2 you will lead a multifaceted team of proposal participants through the full proposal lifecycle, delivering complaints, compelling, and on time submissions that win new business for the sector. You’ll work on the sector’s highest‑priority opportunities and partner closely with leaders across divisions, levels, and functions.
Primary Mission
In this leadership role, you will apply proven proposal planning and execution strategies, process, and leadership on teams across the sector to drive compliant, compelling, and on time proposal submissions that win new business for the company. You will work on the sector’s highest priority proposals and work closely with leaders across divisions, levels, and functions. Candidates for this position will demonstrate a broad skill set that is balanced across leadership, collaboration, innovation, communication, project management, risk management, and proposal-based capabilities.
Key Responsibilities
- On‑time, compliant delivery – Own the schedule and quality of every proposal, ensuring all requirements are met.
- Process rigor & risk management – Apply and tailor established proposal processes, continuously monitoring and mitigating risk.
- Strategic proposal planning – Develop and execute efficient plans for complex, competitive solicitations from U.S. Government, international, and commercial customers.
- Capture partnership – Align with capture leaders to assess bid readiness and translate Northrop Grumman’s capabilities into clear, easy‑to‑evaluate proposals.
- Cross‑functional leadership – Influence and coordinate both local and geographically dispersed teams to produce cohesive, compelling submissions.
- Continuous improvement – Drive proposal‑process enhancements, create tools, and design/ deliver training across the sector.
This position is in Redondo Beach, CA. The selected candidate must be able to work on site and willing to travel (up to 25% of the time).
Basic Qualifications
- Bachelor’s degree with 6 years of relevant experience, including 2+ years in a proposal leadership role on competitive proposals (Proposal Manager, Volume Captain, Capture Manager)
- Working knowledge of all phases of the business acquisition lifecycle
- Minimum 3 years of experience leading complex, cross-functional projects with accountability for outcomes and responsibility managing risk
- Proven ability to influence at all levels in a cross-functional organization
- Knowledge and understanding of the U.S. Government’s competitive acquisition process including federal procurement regulations (FAR/DFAR)
- Proficiency in Microsoft Office 365, including SharePoint Online
- Active Top Secret/SCI security clearance at the time of application
Preferred Qualifications
- 4 or more years of experience in a Proposal Manager role for competitive proposals of $100M in value or greater
- Experience leveraging Artificial Intelligence (AI) tools to streamline and improve processes
- Experience with U.S. space systems related customers and proposals

Primary Level Salary Range: $133,100.00 - $199,700.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
