The Scoop:

With a primary focus on the organization’s Medicaid Fee-for-Service (government) line of business, the Proposal Consultant III serves as a key, individual contributor to responses to RFPs (Request for Proposals). This role is responsible for analyzing RFPs (Request for Proposals) and writing strategically positioned proposal responses that reflect the capabilities of MedImpact in a manner that differentiates it from the competition and that clearly articulates its value proposition.

Proposal Consultant III requires thorough understanding of the following components to successfully support FFS government bids:

  • Knowledge and understanding of APMP / Shipley proposal development processes / phases
  • Structure and use of an RTM (requirements traceability matrix) • Demonstrated understanding of state government business
  • Understanding of state and federal regulations, statutes, and guidelines
  • Structuring of proposal responses to ensure alignment with objective criteria tied to RFP specifications and evaluation (scoring) criteria

  • Actively participate in initial strategic planning / solutioning on each RFP opportunity
  • Develop highly complex, responsive proposal responses that are accurate and reflective of the customer’s specific goals and objectives
  • Analyze RFP specifications; review and interpret key proposal requirements and identify issues or concerns that require resolution prior to proposal submission
  • Identify and interview internal subject matter experts to obtain accurate information for inclusion in proposals based upon requirements and MedImpact’s solution
  • Collaborate with senior leadership, sales lead, FFS team members, marketing, and other internal stakeholders to develop and customize responses to each RFP requirement
  • Independently research, write, edit, and coordinate customized proposal responses (with collaboration and input from key stakeholders) to ensure compliance with RFP, scope of work, and other requirements, and to ensure alignment with objective criteria tied to point scoring system
  • Utilize proposal knowledgebase and/or prior proposal responses to assist in response development
  • Develop graphics, tables, or other illustrations to Creates original text and coordinate illustrations, explanatory tables and/or graphics
  • Perform routine quality assurance checks across the proposal development lifecycle
  • Work with proposal manager to produce final materials and electronic media, and ensure compliance with all associated RFP specifications
  • Routinely update and maintain RFP knowledgebase; review and revise content for clarity / conciseness
  • Assist other department staff as required based on business needs.
  • Perform additional duties, as required

Education and/or Experience

For consideration candidates will need a

  • Bachelor's degree from a four (4) year college or university
  • A minimum of eight (8) years of PBM (pharmacy benefit management) FFS experience, with an emphasis on responding to RFPs in this market; or equivalent combination of education and experience

Computer Skills

  • Excellent command of Word (including use of styles, tables, TOC, sections, etc.), Excel, PowerPoint and Outlook
  • Ability/aptitude to work with SharePoint and Web applications for collaboration and tracking activities
  • Working knowledge of responding to IDIQ Task Order Requisitions
  • Strong experience with document management tools such as SharePoint
  • Experience with web-based commercially available BD databases (i.e., GovWin, Fed Biz OPS, Federal Procurement Data System, etc.)

Certificates, Licenses, Registrations

APMP certification preferred

Travel

This position requires no travel however attendance may be required at various local conferences and meetings.
