As a Proposal Analyst – Level 3 or 4, located in Aurora, CO, you’ll be a linchpin in missions of paramount importance, defining the art of the possible from day one. This position is 100% onsite and cannot accommodate telecommute work.
This position will work a 9/80 schedule, with every other Friday off. This position can be filled at either a Level 3 or 4.
In this role, the selected candidate will play a key role in the organic and future growth of the business by managing proposal efforts from receipt of Request for Proposal (RFP) though contract award. Our Proposal Analyst is a key member of sole source, competitive sector and/or corporate priority win teams and will act as a key developer of winning bids.
Job Duties & Responsibilities include, but not limited to:
- Plan and manage Cost and Pricing efforts for proposals.
- Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications, company policies, and Government regulations.
- Coordinates with contributors from cross-functional organizations to ensure quality proposals and BOEs are submitted within customer deadlines.
- Works closely with Program Management and Supply Chain Management to ensure supplier quotes comply with requirements.
- Researches and critically analyzes large volumes of data using spreadsheet and data mining skills to isolate and prioritize key data.
- Work with the proposal team to develop creative solutions to complex contractual issues.
- Summarizes and presents detailed proposal information in internal management reviews and customer fact-finding meetings.
- Develops negotiation strategies and participates as a member of the contract negotiating team.
- Other duties as assigned.
Basic Qualifications for Level 3:
- Bachelor's Degree with 5+ years of proposal, pricing or financial related experience - OR - Master's Degree with 3+ years of proposal, pricing or financial related experience
- Will consider additional 4+ years of experience in lieu of degree
- Proficiency in Microsoft Excel, PowerPoint, and Word
- Current, active US Government DoD Top Secret Security Clearance at time of application, with ability to obtain SCI upon hire
Basic Qualifications for Level 4:
- Bachelor's Degree with 8+ years of proposal, pricing or financial related experience - OR - Master's Degree with 6+ years of proposal, pricing or financial related experience
- Will consider additional 4+ years of experience in lieu of degree
- Proficiency in Microsoft Excel, PowerPoint, and Word
- Current, active US Government DoD Top Secret Security Clearance at time of application, with ability to obtain SCI upon hire
Preferred Qualifications:
- Current, active US Government DoD TS/SCI Security Clearance
- Certified Estimating Professional (CEP)
- Project Management Professional (PMP) Certification
- Understanding of Earned Value Management and experience with Primavera
- Experience with probability modeling (@Risk or Crystal Ball)
- Knowledge of FAR/DFARS and other Government Regulations
- Proficiency in ProPricer
- Experience working with Proposals
- Experience working with Basis of Estimate (BOE) and analyzing BOE quality
- Experience with advanced Excel functionalities
- Experience with parametric modeling
- Experience conducting cost analysis and risk modeling

Primary Level Salary Range: $94,200.00 - $141,200.00Secondary Level Salary Range: $117,500.00 - $176,300.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results.
