Job Summary

We are hiring for a seasoned Program Manager in Phoenix, AZ. This position is for a seasoned professional in Program Management, who works independently, leads small/medium programs and teams, manages the customer interface and relationship, analyzes data, leads risk and opportunity management, recommends resolutions for program problems, manages vendors, maintains progress reports, and participates in contract negotiations.

This position will not immediately have any direct reports, but it may be expanded in the future. Direct reporting is not the primary vehicle for accomplishing work at Collins. Through the Collins Management System (CMS) teams accomplish work through influence, inspiration, and empowerment across various Integrated Product Teams (IPTs). Program Managers serve as the IPT lead, and as such this position will organize various local and international team members to meet business objectives.

Position is to be classified as hybrid and may require as many as five (5) days or as little as one (1) day on site per week, based on fluid business needs and agreements with manager.

Primary Responsibilities
• Supports finalization of work transfer to Phoenix site, establishing and sustaining the new product portfolio and associated processes.
• Leads global IPT in sustaining program activities and challenges associated with the new portfolio, such as delivery assurance, obsolescence management, right-sizing inventory, contracts, aftermarket spares and AOG management, and product redesign projects.
• Works autonomously with limited oversight leading small/medium projects and programs by developing program plans, schedules and budgets for programs under his/her responsibility.
• Analyzes data and monitors programs to ensure adherence to contract scope of work, cost, quality, schedule and technical specifications.
• Leads program management content for business development activity within his/her statement of work and develop presentations for leadership approval of business cases.
• Develops, maintains and presents plans and progress reports relating to business aspects of the project/program to internal executive leadership and customers.
• Demonstrates continuous improvement initiatives to optimize efficiency and quality.
• Proactively identifies and addresses risks and, and develops solutions to problems which require critical thinking, creativity, and innovation to ensure the successful completion of projects/programs.
• Identifies and capitalizes on program opportunities to increase company revenues and profitability while maintaining customer satisfaction.
• Leads program work with the various functional organizations to ensure alignment with the project/program objectives.
• Participates in the negotiation of contracts and contractual changes, including coordinating preparation of proposals, business plans, proposal work statements, operational budgets, specifications, and financial conditions of contracts to ensure legal compliance and to protect the organization's interests.
• Coaches and reviews the work of lower-level professionals.
• Manages vendors, when necessary, to support the program.
• Directs all program phases from inception through completion.
• Interfaces with customers on project specifications and requirements to ensure successful project scoping and confirmation of targets.
• Manages the contract lifecycle, cost, schedule and performance of company programs or subsystems of major programs.
• Establishes cost focused performance targets and directs work to achieve these targets.

Basic Qualifications
• Bachelor's degree from an accredited university and 10+ years of Program Management with Engineering Tools experience OR
• Advanced degree from an accredited university and 7+ years of Program Management with Engineering Tools experience OR
• In the absence of a degree, 14+ years of Program Management with Engineering Tools experience is required.

Preferred Qualifications
• Program management experience (cost, quality, and schedule) leading cross functional teams.
• Previous experience working with operations/manufacturing engineering organizations.
• Experience using Integrated Project Scheduling software
