Program Advisor, Clearance Required
RESPONSIBILITIES:
Strengthen the ability of partner governments to prevent and mitigate state and non-state actor chemical attacks, including from toxic gasses made from commercially available material
- Helping partner governments identify and prevent chemical weapon (CW) attacks against public transportation and other targets
- Preventing mass-casualty chemical attacks through trainings on CW detection and identification of red flags associated with state and non-state CW attacks
- Facilitating information sharing between law enforcement and other partner country stakeholders - including industry, technical, and academic communities - on adopting measures to prevent CW attacks
- Training on locally relevant strategies to prevent CW attacks and planning, such as advanced insider threat trainings for aw enforcement, industry personnel, and university officials to identify signs of radicalization, especially in remote locations
- Developing national and facility-level policies and programs to strengthen oversight of CW related assets
Secure chemical weapons related assets throughout the chemical supply chain
- Training partners to adopt employee vetting and know-your-customer (KYC) programs to ensure chemicals are not diverted to nefarious state or non-state actors
- Training on disrupting procurement networks and pathways for weaponizable precursors, equipment, and expertise sought by state proliferators and non-state actors
- Implementation of insider threat mitigation and human reliability program
- Preventing unauthorized access to CW related assets through chemical neutralization programs, especially in remote locations
- Advancing cross-sector collaboration and information sharing between government (including training government agencies), law enforcement, industry, and academic stakeholders
- Training which advances international standards for materials management, transportation, and storage of chemicals to ensure partners adopt sustainable practices for monitoring and security of weaponizable precursors
Strengthen CW identification and attach investigations to attribute CW attack to the responsible state or non-state actor
- Improving select laboratory capabilities to identify and verify CW agents based on international standards
- Developing chemical forensics libraries in selected laboratories for weapons agent identification and investigation
- Building skills in chemical attach response, crime scene management, and chemical sampling
- Strengthening cross-sector collaboration on chemical attack operational procedures
REQUIRED QUALIFICATIONS
- The successful candidate will have experience with program or project management, implementation of training or similar engagement with foreign partners, as well as experience in policy analysis
- Must work well in a collaborative environment, think creatively, thrive under pressure, and be able to quickly adjust to shifting priorities
- Candidate will possess effective diplomatic, time management, and oral and written communication skills
- Candidate should have knowledge of chemical security concepts and practices, such as physical security, supply chain security, knowledge security, and transportation security
- Must have an understanding of the various international regimes and policies related to chemical weapons nonproliferation and/or awareness of broader internal chemical security efforts ins a plus
- Minimum of current active Interim Secret clearance
- BA/BS + 8 years of experience
- Fluency in a relevant foreign language such Farci, Arabic, or French is advantageous, but not required
