General Summary:

It is a very exciting time to join Qualcomm's Mobile Business Unit with the success and growth of mobile handset markets. In this role you will manage the development of Power Management chips and their integration into the chipsets. This role requires experience managing in all phases of the semiconductor from concept through design, development and production.

  • Experience in semiconductor assembly and test, IC package and silicon qualification
  • Familiar with silicon design flow, pre/post silicon validation
  • Understanding of fabless silicon supply chain and operation
  • Lead multi-sites/cross-functional teams in planning and executing NPI from concept to production
  • Collaborate with product manager and finance in defining new product requirement, business case and ROI
  • Plan and allocate resources with different business units
  • Track program execution. Assess, identify, mitigate risks to meet program schedule
  • Drive test time reduction, yield improvement to increase production throughput



GENERAL SUMMARY:
Develops, defines, and executes plans of record, including: schedules, budgets, resources, deliverables, and risks. Monitors and drives the program from initiation through delivery, interfacing with internal and external stakeholders across functions on technical matters, as needed. Monitors budget/spending, on-time delivery, and achievement of program milestones. Represents the program and drives alignment across stakeholders.

The responsibilities of this role include:• Working independently with little supervision.• Making decisions that are significant in impact; errors are not readily apparent due to the complexity of work process/product or time between decisions and results; errors typically result in significant expenditure of time, resources, and funds to correct.• Using verbal and written communication skills to convey complex and/or detailed information to multiple individuals/audiences with differing knowledge levels. May require strong negotiation and influence, communication to large groups or high-level constituents.• Having a moderate amount of influence over key organizational decisions (e.g., is consulted by senior leadership to provide input on key decisions).• Completing tasks that require multiple steps that can be performed in various orders; tasks require simultaneously executing multiple cognitive abilities and maintaining information in short- or long-term memory.• Exercising exceptional creativity to innovate new ideas and develop innovative products/processes without established objectives or known parameters.• Using deductive and inductive problem solving; multiple approaches may be taken/necessary to solve the problem; often information is missing or conflicting; advanced data analysis and interpretation skills are required.• Occasionally participates in strategic planning within own area affecting immediate operations.

The responsibilities of this role do not include:• Financial accountability (e.g., does not involve budgeting responsibility).

Principal Duties & Responsibilities• Collaborates with key stakeholders and program sponsors to develop program goals, set the prioritization of deliverables, discuss involvement of business processes (e.g., program change management, communication) and drives decisions necessary for on time delivery.• Manages and takes responsibility for multiple medium sized programs/technology with moderate complexity by applying up-to-date program management knowledge to meet deadlines.• Develops and manages the execution of the program Plan of Record (e.g., on time, on budget, within scope) for multiple medium sized programs which include schedule and resource forecasting, stakeholders identification, method and frequency of communication, scope, and prioritization.• Establishes key program metrics and manages team to take action outside their comfort zone to ensure program success when metrics deviate from Plan of Record.• Identifies and secures resources to ensure alignment of team with program/technology demand for multiple medium sized programs with moderate complexity.• Drives teams to identify program issues/risks, and create a risk mitigation plan for multiple medium sized or a single complex program(s). Maintains and updates the risk tracker.• Promotes program vision and objectives within the team, ensures program objectives are met or exceeded, presents program vision to management, and gains buy-in from stakeholders.• Promotes adoption of processes by applying best practices and identifying and executing process improvement initiatives across the Program Management team.

• Program Management - Knowledge of program management methodology (e.g., planning, scheduling, tracking, execution). This includes the ability to effectively use program management tools to carry out the program management function.
• Risk Management - The ability to identify (e.g., impact analysis) and mitigate risks that impact programs. This includes prioritizing and tracking risks.

Minimum Qualifications:• Bachelor's degree in Engineering, Computer Science, or related field.• 4+ years of Program Management or related work experience.• 3+ years of working with operating budgets, resources, and/or project financials.

Preferred Qualifications:
• Bachelor's degree in Electrical Engineering.
• 5+ years Program Management experience or related work experience.
• 5+ years working with operating budgets, resources, and/or project financials.
• Master's Degree in Electrical Engineering or Business Administration.
• Thorough understanding of semiconductor fabrication, assembly and test processes;
• 10+ years in the semiconductor industry (preferably design or high-volume manufacturing) with at least 5 years in Integrated Circuit product development, program management, operations program management or design engineering management;
• 5+ years leading cross-functional teams consisting of analog and digital design, product engineering, reliability, package engineering, foundry engineering, New Product Introduction, product management, sourcing, and sales operations.
• 5+ years of work experience in a role requiring interaction with senior leadership (e.g., Director level and above).
• 3+ years experience working in a large matrixed organization.
• Analog IC product development;
• Working knowledge of mobile telecommunication standards (CDMA, GSM, 4G LTE, 5G);
