Northrop Grumman's Mission Systems Sector is looking for a Manager, Programs Level 2 to support the Advanced Systems Operating Unit within the Advanced Mission Capabilities Business Unit to successfully execute program capture activities. The primary objective will be supporting value creation strategies and actions and creating customer intimacy while developing the NGMS offer, proposal preparation, submittal, & fact-finding. The individual will lead a cross-functional organization aligned to common program performance goals. Program Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout).

Primary responsibilities include

  • Work in partnership with OU directors and program managers to cultivate customer relationship to develop opportunity
  • Develop and adhere to capture plans and timelines; including proposal management plans across divisions
  • Establish offers for recurring and non-recurring costs; partner and work collaboratively across divisions for offer development
  • Develop and maintain affordability models
  • Develop and close actions from strategic objectives
  • Develop & participate in internal capture reviews, including gate reviews
  • Measure and report and deliver metrics for Sector Operating Objective (SOO) performance


Delivery Additional responsibilities of Program Leadership are the management of cost, schedule, and technical performance of company programs and include, but are not limited to:

  • Establish and lead a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations
  • Responsible for the functional management of program managers
  • Delivering presentations to customers, executive management and other program stakeholders
  • Ensuring program team understands and adheres to contract scope, and manages change through control board activities
  • Establish milestones and monitors adherence to master plans and schedules, identify program problems and obtains solutions, such as allocation of resources or changing contractual specifications
  • Measuring and reporting program performance
  • Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools
  • Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions
  • Conducting thorough risk & opportunity management practices including identification, mitigation and realization


Basic Qualifications:

  • Bachelor's Degree and9 years, or Master's and7 years' experience supporting U.S. Government contracts and customers
  • Minimum of five (5) years of experience leading the performance of project tasks on schedule and at cost
  • Five years of demonstrated success leading teams/and or organizations to achieve a common goal
  • The ability to recognize and respond to customer needs in order to develop additional sales that support organizational objectives
  • The ability to define proposal strategy, lead proposal teams, analyze and shape RFPs, produce and deliver winning proposals
  • Demonstrated commitment and energy to meet customer needs by building strong relationships with primes, strategic partners, and key suppliers
  • US Citizenship required
  • Active DoD Secret clearance or higher and ability to obtain special access clearances


Preferred Qualifications:

  • Master's Degree
  • Experience managing the maintenance and support of delivered products including spares availability; product reliability, maintainability, and testability; support equipment; field and fleet support; and program support management.
  • Project Management Profession (PMP) Certification
  • Functional Management Experience


Salary Range: $137,000.00 - $205,600.00

Employees may be eligible for a discretionary bonus in addition to basepay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results.Employees in Vice President or Director positions may be eligible for Long Term Incentives.In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO)for vacation and/orpersonal business.
