Job Objective:
The Manager, Project Services leads Harvest Midstream’s project controls function and ensures project managers have the support needed to execute projects effectively. This role provides leadership across cost, schedule, forecasting, risk, change management, governance, and portfolio reporting, while assessing project needs and helping define how project support functions should evolve, including establishing other centralized project services support functions as the organization decides, to strengthen execution across the portfolio.

Essential Job Responsibilities:

  • Develop and lead a scalable project controls organization and program, including organizational design, staffing, process development, fit-for-purpose standards, reporting requirements, execution approaches, and stakeholder alignment across the capital portfolio.
  • Evaluate project manager and project team support needs and help define how common project support functions—such as contract administration, procurement support, project systems, document control, workflow coordination, and related administrative activities—should evolve to improve project execution, consistency, and responsiveness across the portfolio.
  • Partner with Finance and Accounting on annual budgeting, capital guidance, long-range planning, and overall forecast alignment.
  • Provide leadership oversight of project schedule development, integrated milestone planning, progress reporting, and schedule risk mitigation.
  • Lead portfolio risk and change management processes, including visibility to scope, budget, schedule, and emerging project impacts.
  • Develop and present portfolio dashboards, key performance indicators, analytics, and executive reporting that support decision-making and capital allocation.
  • Serve as a strategic advisor and internal service partner to project managers and leadership on project controls practices, performance, risk exposure, corrective actions, and evolving project support needs.
  • Build, lead, and develop the project controls organization, including employees and contractors, through phased staffing, clear expectations, coaching, succession-oriented talent development, and a culture of accountability, collaboration, and continuous improvement.
  • Oversee project controls systems, tools, data quality, and process improvement initiatives to strengthen reporting accuracy, efficiency, and project manager support.

Qualifications:

  • Minimum fifteen (15) years of progressive experience in project controls, engineering, construction, capital project management, or related disciplines within the oil and gas industry.
  • Midstream pipeline, terminal, processing plant, or facility project experience.
  • Demonstrated experience leading and maturing project controls programs, teams, systems, and processes in support of a growing capital program.
  • Strong knowledge of project controls disciplines, including cost control, forecasting, capital budgeting, schedule development and analysis, risk management, change management, and portfolio reporting.
  • Direct experience with contract administration and the development, bid, and award stages of procurement.
  • General knowledge in the project lifecycle, integration management, procurement functions, material expediting, supply chain management, project and construction management.
  • Experience interfacing with broader project services functions, including project systems, document control, and related project administrative processes.
  • Strong business acumen and demonstrated ability to support executive decision-making through reporting, analytics, recommendations, and cross-functional stakeholder alignment.
  • Demonstrated experience building and leading teams or organizations, including direct oversight of employees and contractors.
  • Excellent communication and interpersonal skills, with the ability to influence, build credibility, and lead through change.
  • Strong analytical skills, attention to detail, sound judgment, and the ability to prioritize effectively.
  • Proficiency in Microsoft Word, Outlook, Excel, PowerPoint, Microsoft Project, and related project controls systems and reporting tools.

Education Requirements:

  • High school diploma or GED is required.
  • Bachelor’s degree in engineering required.

Skills Required
