We are seeking a highly capable and experienced Project Manager to support the successful delivery of large‑scale infrastructure, civil engineering, and horizontal development projects. This role involves coordinating project activities for utilities, bridges and necessary infrastructure, managing documentation, and leading multidisciplinary teams to ensure timely and high‑quality execution. The ideal candidate will have strong technical expertise in infrastructure and Civil Engineering works, excellent leadership and communication skills, and a proactive approach to problem‑solving.

 

The project is based in Manila, and the Project Manager will be required to be stationed in the Philippines to effectively oversee and manage project activities. Preference will be given to an expatriate Project Manager who can relocate to the Philippines for the duration of the works. This position is particularly suited for candidates with proven experience in managing large-scale infrastructure projects in Singapore. The role will involve relocation or assignment to Manila on a project basis, ensuring close coordination with local teams and stakeholders.

Key Responsibilities 

  • Coordinating project activities, managing documentation, and monitoring progress. 

  • Supervise the project team to ensure all activities meet the Employer’s requirements. 

  • Oversee project completion within schedule, budget, and quality standards. 

  • Report project progress to senior management and lead regular meetings to strategize efficient delivery. 

  • Conduct stakeholder meetings to address challenges and ensure alignment with project goals. 

  • Liaise with internal teams including Construction Supervision, Design, Project Management Support, and Contract Advisory to ensure cohesive execution. 

  • Manage all phases of the project from design to completion, optimizing resource use and cost-effectiveness. 

  • Ensure compliance with approved methodologies and procedures. 

  • Maintain project cost/change controls and budget records. 

  • Monitor contractor activities to ensure alignment with the project schedule. 

  • Support change order estimation and assist in managing change requests. 

  • Review contractor construction schedules and progress reports. 

  • Prepare and review weekly/monthly reports on contract status, costs, and potential changes. 

  • Assist the Regional Director in identifying business opportunities and supporting client engagement. 

 

Key Requirements 

  • Degree in Civil or Structural Engineering from a recognized institution. 

  • Professional Project Management certification (e.g., PMP) is preferred. 

  • Minimum 15 years of experience in large-scale civil engineering projects, with at least 5 years in Infrastructure and utility services projects.

  • Experience in risk assessment, geotechnical and engineering works, environmental impact assessments, tender preparation, site supervision, and contract administration. 

  • Strong technical competence, excellent interpersonal skills, and a proactive “can-do” attitude. 

  • Willing to accept project-based employment. 

  • Willing to be assigned in Manila.
