Description
This position is responsible for assisting the City Engineer and the Engineering Services Manager with operations of the Engineering Department including those associated with capital improvement projects; engineering plan review and design services; street, traffic, signage, and markings operations; tree maintenance; stormwater system maintenance; and water and sewer projects.
- Assists in directing the day-to-day operations of the department; provides guidance and direction to department staff; serves as a liaison between the department and other city departments; resolves conflicts.
- Coordinate with local, state, and federal government agencies on regional flood efforts and other special projects.
- Assist with implementation and management of capital improvement projects.
- Assists with development and distribution of educational information; assists with creation and updates of website pages for the Engineering department.
- Prepares and delivers presentations.
- Assists with bid and award processes for city related design and construction projects.
- Oversees and manages the work of contractors to ensure compliance with ongoing construction projects and to ensure compliance with plans and specifications.
- Assists with managing inspection of all major construction projects.
- Provides quantities and estimates for construction projects.
- Reviews and approves pay requests for construction projects.
- Inspects problems and issues; recommends corrective measures.
- Assists in the management of assigned budgets.
- Assists with review of plans for all commercial construction projects in the city and for all city roadway, sewer, water, and stormwater projects; ensures compliance with all relevant codes, ordinances and specifications.
- Assists with review of permits and plans submitted by utility providers or consultants to install or repair utilities on city rights-of-way; reviews the installation and repair of driveways.
- Assists with review of all new plats of surveys submitted within the city limits.
- Assists with review of zoning cases and makes recommendations for resolution.
- Responds to citizen questions and concerns.

Requirements
- Comprehensive knowledge of and experience with modern infrastructure construction project management practices and principles.
- Knowledge of public works infrastructure construction, maintenance and repair principles.
- Knowledge of building construction practices and principles.
- Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department to direct and coordinate work within the division/department, usually interpreted to require three-to-five years of related experience in construction, surveying, or engineering practice.
- Knowledge of relevant federal and state laws, city ordinances, and department policies and procedures.
- Knowledge of computers and job-related software programs.
- Knowledge of GIS principles.
- Knowledge of contract management principles.
- Knowledge of relevant federal and state regulations.
- Ability to establish and maintain effective relationships with employees, city officials, and the public.
- Ability to manage people; resolve technical and personnel problems; and communicate effectively both orally and in writing.
- Ability to plan, direct, supervise, coordinate, organize and inspect engineering department activities and plans.
- Ability to plan, assign, and instruct work of technical personnel.
- Bachelor’s degree in a related field is preferred but not required.
- Georgia state certifications for Certified Personnel for erosion, sedimentation, and pollution control activities of a Local Issuing Authority including Level 1B (or the ability to obtain licensure within 6 months), and Level 2 (or the ability to obtain licensure within 12 months).
- Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
