Position Overview:
We are seeking an experienced Operations & Resource Manager to lead and optimize group-wide resource management within our Engineering division. This role blends project management, operations oversight, and vendor governance, ensuring efficient headcount planning, resource allocation, budget and cost control, delivery health, and strategic coordination with all Engineering Leaders in a leading enterprise environment.
Key Responsibilities:
- Resource & Headcount Management:
- Maintain accurate resource inventory (internal headcount and vendor resources), including role/location/timesheet tracking.
- Drive effective resource allocation and oversee onboarding/offboarding processes.
- Implement resource release and transition plans aligned with project roadmaps.
- Vendor & Partner Management:
- Manage end-to-end vendor lifecycle: onboarding, timesheets, billings, compliance, and offboarding.
- Monitor vendor performance, conduct regular reviews, and ensure contractual/policy adherence.
- Project Operations & Delivery Health:
- Collaborate closely with Project Managers and Engineering Leaders to ensure delivery milestones, timelines, and resource dependencies are tracked and on target.
- Identify and resolve delivery risks and bottlenecks.
- Maintain dashboards/reports on delivery health, cost vs. budget, and overall resource utilization.
- Financial/Budgetary Oversight:
- Track and manage overall budget, forecast resource and vendor spend, report on financial variance, and drive cost optimization initiatives.
- Coordinate with Finance on billings, vendor payments, accruals, and budgeting cycles.
- Stakeholder Collaboration:
- Serve as the central operations liaison, keeping Engineering Leaders and stakeholders in sync on resource movement, budget status, and delivery risks.
- Organize and run regular check-ins across the engineering group.
Requirements:
- Bachelor’s or Master’s degree in Engineering, Business, Operations Management, or related field.
- Minimum 10 years’ experience in project management, operations management, and vendor oversight within a large enterprise, preferably within engineering or technology groups.
- Strong track record in headcount/resource planning, project delivery, and managing complex vendor environments.
- Expert proficiency with resource management tools (JIRA, MS Project, Smartsheet, or similar), timesheet systems, and vendor management platforms.
- Exceptional analytical, organizational, and stakeholder management skills.
- Proven experience with budgetary control and reporting.
- Outstanding written and verbal communication, with ability to work cross-functionally at senior levels.
- Experience developing and executing transition plans for resource release and role changes.
- Strong problem solving, conflict management, and negotiation skills.
Preferred:
- PMP, PMI, or similar Project Management professional certification.
- Experience working in a global, distributed engineering team.
- Familiarity with Agile or hybrid methodologies.
