Position Overview:

The Project Manager (PM) will oversee enhancing and implementing a secure extranet site, enabling efficient information sharing with external stakeholders. This role involves managing the full project lifecycle, ensuring alignment with business requirements, maintaining adherence to the defined project management methodology, and delivering the solution within scope, schedule, and budget. PMP Certification is required.
Duties:

  • Ensure the proposed system requirements align with and satisfy the established business requirements.
  • Direct, administer, and manage enhancements, business process reengineering, or the development of a high-priority and high-profile commonwealth technology project of strategic importance.
  • Manage and establish priorities for the complete lifecycle of projects, including planning, design, programming, testing, and implementation of business solutions.
  • Develop estimates for the enhancement, business process reengineering, or development effort, covering planning, analysis, design, construction, testing, and implementation.
  • Work with team leads to adjust and revise project estimates when necessary.
  • Develop and obtain approval for a detailed Project Management Plan with all affected stakeholders.
  • Ensure delivery of all work tasks identified in the Project Management Plan and Project Schedule.
  • Design project plans that identify needs and define major tasks and milestones based on scope, resources, budget, and personnel.
  • Ensure tasks provide value, align with the project’s strategic direction, and meet service commitments.
  • Track project progress, monitor milestones, and take corrective actions to ensure schedules and budgets are maintained.
  • Plan, prioritize, and manage multiple work efforts across the project team.
  • Communicate project timelines, milestones, and work packages to team members.
  • Schedule or monitor status reviews, inspections, and quality assurance reviews with stakeholders.
  • Capture, analyze, and report required project management metrics.
  • Ensure scope changes follow Change Management Plan processes and are documented.
  • Create, review, and obtain approval of a Communication Plan and Deliverables Matrix for effective stakeholder communication.
  • Prepare and deliver periodic status reports for the project team, leadership, and stakeholders.
  • Mentor less experienced project management staff to build overall understanding of project management principles.
  • Facilitate discussions between IT areas and vendors to ensure program requirements are achieved.
  • Identify and manage risks and issues using a RAID Log, and develop mitigation strategies.
  • Plan and conduct training and orientation sessions as needed.
  • Coordinate and present project proposals.
  • Perform peer reviews with project team resources as appropriate.
  • Serve as the primary point of contact for project-related issues, ensuring timely resolution.

Required Skills:

  • 7 years of experience managing complex technical projects with a large complement of project team members
  • 7 years of experience budgeting, communication, leadership, negotiation and influencing, organizational, problem-solving, teambuilding, human resource and soft skills.
  • Experience implementing Web development.
  • PMP Certification.
  • A four (4) year college degree.
  • Experience with programs and issues relative to Health and Human Services preferred.
