Job Description
Your Team
Responsible for day-to-day requirements of development projects including project level budget management and design and consultant management. Receives input and assistance from Senior Development Manager and Senior Vice President Operations on a frequent basis. Supervises and coordinates the planning, design approvals, permitting and construction of capital improvements in land development projects including the administration and control of the construction budgeting and expenditure process.
Your Key Deliverables

Participate in strategic planning process including performance objectives, business plans and competitive strategy.

Direct/manage the planning, design, construction and operation of project development, including all related development activities.

Assist Senior Vice President in on-going strategic planning for existing projects and in acquisition analysis for new projects. This includes assisting in the preparation of financial modeling, management reporting, product studies, external consultant coordination and managing land use approvals and zoning.

Responsible for successful completion of projects in accordance with the business plan, or, if more relevant, current market conditions.

Coordinate planning, engineering, landscape architecture and testing services assignments to outside consultants with primary goal to achieve planned lot deliveries. Manage and implement platting of lots.

Supervise and schedule on-site activities, including development and amenity construction, and projects both horizontal and vertical. Ensure timely completion of activities in compliance with approved Business Plan.

Supervise and schedule the preparation of engineering plans, geotechnical site investigation and review plans for design standards and cost effectiveness and supervise all engineering functions, including design, estimating, scheduling and construction.

Administer the consultant and contractor selection and bidding procedure, preparing and reviewing construction contracts, tabulate and analyze bids and select contractors.

Construction administration of lot development, amenity, and maintenance contracts, including bidding, approval of invoice and acceptance of completed work.

Oversee all aspects of contracted work while providing updates to the Senior Development Manager and/or Senior Vice President on a weekly basis with detailed documentation of variances related to budgets, timelines and other critical business plan objectives.

Approve all invoices for material and subcontractor payment requisitions before they are submitted for payment. Ensure that all charges for change orders are reasonable and that work is properly executed. Initiate and prepare all change orders and back charge paperwork to subcontractors.

Manage NPDES monitoring consultant, related State and Federal reporting responsibilities as well as oversight of all project erosion control devices.

Coordinate periodic meetings with contractors including pre-construction conferences, regular project schedule and budget reviews, and other project requirements.

Respond to performance questionnaires from contractors’ bond companies regarding status of the contract, percentage of completion and liens.

Coordinate development plans with all dry and wet utility companies.

Coordinate all warranty work with the municipality and contractors for final closeout of the job.

Provide analysis and input on monthly and quarterly cash flow and variance statements.

Assist financial manager and VP with the analysis of the annual business plan, project budgeting and reviews of land acquisition potential.

Prepare/supervise preparation of project budgets, reports and development recommendations.

Provide cost estimates, schedules, and forecasts for development activities.

Coordinate approvals, compliance and release of monitoring requirements through federal, state and local governments; serve as liaison for the project as it relates to all permits and permitting processes and agencies.

Maintain positive relationships with agencies to streamline review processes.

Represent Owner’s interest regarding regulatory, community and industry matters.

Be knowledgeable of and monitor federal, state, and local regulatory issues relevant to land development.

Review development proposals for regulatory conformance
-
Lead and coordinate activities associated with governmental approvals for preliminary plats and permits for final plats and construction and final engineering, plan approval, permitting, inspection, and bonding necessary for development activities and ensure compliance with regulatory requirements.

Participates as a board member of the Community Association and Commercial Association, as needed.

Coordinate the review of builder construction activities with regard to architectural control, jobsite cleanliness, safety, etc.

Manage and provide guidance and oversight of Construction Manager
-
Strictly monitor development spending and budget to ensure expenditure targets are not exceeded. Report to VP when anticipated expenditures might cause variances to budget. Strategize solutions to mitigate such issues.

Ensure that the company safety, compliance programs and quality standards are fully enforced and always maintained on the project.

Manage and maintain accurate as-builts of all changes in work and critical locations.

Assist Marketing to ensure site specific preparations are coordinated and executed to necessary to execute in a safe and effective manner.
Must Haves
-
Bachelor’s degree in construction management, civil engineering or related study.
-
Minimum of 3 years of experience in development of civil / land development construction projects.

Experience with contract negotiation and/or bidding process, managing contractors or subcontractors, inspections, and scheduling.

Proficient with Microsoft Office applications.

Strong ‘hands-on’ manager with good decision making and problem-solving skills; and,

Excellent communication and team building skills.

Flexible and adaptable to rapid change.

Strong organizational skills and ability to meet deadlines; and,

Valid driver’s license is required.
