Parsons is seeking a talented Project Manager with extensive experience in project and design management to lead the successful delivery of urban development, master planning, infrastructure, road, and bridge projects. The role involves managing all project phases, from initiation and planning through design, execution, and closeout, ensuring delivery aligns with scope, schedule, budget, and quality objectives.
The Project Manager will be responsible for managing project scope, schedule, budget, quality, safety, risk, resources, deliverables, and commercial performance. The role requires a strong leader who can coordinate multidisciplinary teams, maintain effective internal collaboration, and build productive relationships with clients, contractors, subconsultants, regulatory authorities, and other stakeholders.
What You'll Be Doing
- Manage projects from initiation through planning, design, execution, and closeout.
- Lead and coordinate multidisciplinary project teams, including internal staff, contractors, subconsultants, and technical specialists.
- Develop and manage project scope, budgets, schedules, execution plans, deliverables, and reporting requirements.
- Coordinate design activities, technical reviews, interfaces, approvals, and deliverable control.
- Identify, assess, and mitigate project risks, including potential delays, cost overruns, scope changes, and technical issues.
- Develop and implement corrective-action plans to address project risks and performance issues.
- Monitor project budgets, forecasts, commitments, financial status, and cost performance to control costs and prevent scope creep.
- Maintain effective communication with clients, project teams, contractors, subconsultants, regulatory authorities, and Company management.
- Coordinate with relevant authorities to support permits, approvals, regulatory compliance, and statutory requirements.
- Lead project-status meetings and monitor key milestones, costs, schedules, risks, issues, and deliverables.
- Support client relations, stakeholder engagement, regulatory coordination, and business-development activities.
- Ensure projects achieve successful technical, financial, commercial, safety, and quality outcomes.
- Promote accountability, collaboration, and continuous improvement throughout project delivery.
- Support business development by identifying opportunities for additional services and maintaining strong client relationships.
- Review bid documents and support procurement and tendering activities as required.

- Minimum14 years of total professional experience, primarily in project management and design management.
- Experience managing complex urban development, master planning, infrastructure, roads, bridges, engineering, or construction projects.
- Demonstrated experience managing scope, schedule, budget, risk, quality, safety, resources, contracts, and commercial performance.
- Strong experience in design coordination, technical reviews, interface management, deliverable control, and integration of design requirements into project execution.
- Proven ability to control costs, prevent scope creep, mitigate risks, and implement effective corrective actions.
- Demonstrated ability to deliver projects successfully from both technical and commercial perspectives.
- Strong internal team leadership and external client-management skills.
- Experience coordinating with regulatory authorities and ensuring compliance with applicable regulations, standards, permits, and approval requirements.
- Broad technical and business knowledge, with a strong understanding of project and design management principles.
- Excellent written and verbal communication, analytical, organizational, negotiation, and interpersonal skills.
- Experience delivering major infrastructure projects in the UAE or GCC region.
- Familiarity with local authority requirements and approval processes.
- Professional registration and Parsons Project Manager Development certification may be required.
- PMP certification is preferred.
