Scope of Work:
Capio Group is looking for an experienced and highly-qualified Project Manager to provide project management services to support a broad range of organizational initiatives and projects. Such services may be provided using Agile, Scrum, Waterfall, or hybrid delivery methodologies, depending on the project needs, objectives and goals.
The Project Manager shall perform services that may include, but are not limited to, the following:

  • Providing project management services and oversight for one or more projects, as assigned by the client.
  • Supporting project initiation, planning, execution, monitoring, reporting, and closeout activities.
  • Facilitating coordination and collaboration among client  divisions, business areas, project teams, stakeholders, vendors, and other impacted parties.
  • Managing project scope, schedules, milestones, deliverables, dependencies, and action items to support successful project delivery.
  • Leading or facilitating project meetings, workshops, status meetings, stakeholder discussions, sprint ceremonies, release planning sessions, and other related activities, as applicable to the project methodology.
  • Supporting Agile delivery activities, including backlog development and refinement, sprint planning, sprint reviews, retrospectives, release planning, and related coordination activities, where applicable.
  • Developing, maintaining, and updating project management plans, schedules, dashboards, status reports, risk and issue logs, and other project documentation and artifacts, as required by the client.
  • Identifying, documenting, monitoring, escalating, and assisting in the resolution of project risks, issues, impediments, and interdependencies.
  • Promoting effective communication, transparency, and alignment across divisions, teams, and stakeholders to support timely decisions and successful outcomes.
  • Supporting compliance with applicable operational, programmatic, state, and federal requirements, as relevant to the services performed.
  • Recommending and implementing process improvements to strengthen collaboration, delivery effectiveness, and overall project performance.
  • Performing other related project management services as requested by the client and set forth in an executed Work Order.

Mandatory Experience:

  1. Must possess a Bachelor’s degree from an accredited college or university in business
    administration, public administration, information technology, organizational leadership, or a related field. Equivalent additional qualifying experience may be substituted for education on a year-for-year basis. A copy of the degree must be provided upon request. 
  2. At least seven (7) years of experience within the past ten (10) years providing project management services for complex business or technology initiatives.
  3. At least seven (7) years of experience within the past ten (10) years leading cross-functional project teams and coordinating activities across business, technical, and vendor stakeholders.
  4. Demonstrated experience developing and maintaining core project management deliverables, including project charters, work plans, schedules, status reports, risk and issue logs, meeting materials, and action item trackers.
  5. Demonstrated experience monitoring project scope, schedule, dependencies, risks, issues, and deliverables, and escalating concerns in a timely manner.
  6. Experience facilitating meetings, documenting decisions, tracking follow-up actions, and communicating project status clearly to leadership and stakeholders.
  7. Experience preparing executive-level briefings, dashboards, status summaries, and decision-support materials.
  8. Experience working in health care environments that use structured project management practices and, where applicable, Agile or hybrid delivery methods.
  9. Working knowledge of Agile principles and the ability to coordinate with Scrum Masters, product owners, technical teams, and business stakeholders as needed.
  10. Demonstrated ability to manage multiple assignments, adapt to changing priorities, and maintain quality and timeliness of deliverables.
  11. Strong written and verbal communication skills, including the ability to prepare clear, concise, and professional documentation.
  12. Ability to provide services in compliance with direction, timelines, approval requirements, and deliverable review processes.
  13. Demonstrated ability to lead, influence, and drive decisions without direct authority.
Desirable Experience:
  1. Project management experience supporting the California state government or another public-sector entity.
  2. Current Project Management Professional (PMP), Certified ScrumMaster (CSM), Professional Scrum Master (PSM), or comparable industry-recognized certification. A copy of the certification must be provided upon request. Certification is required and cannot be substituted with an experience. 
  3. Experience managing projects involving enterprise applications, digital services, business process improvement, organizational change, procurement support, or vendor coordination.
  4. Experience supporting projects that require coordination across executive leadership, program areas, operations teams, and information technology teams.
  5. Experience using Agile, hybrid, or iterative delivery approaches to plan work, manage priorities, and support incremental delivery.
  6. Experience identifying process gaps, recommending practical improvements, and helping teams implement more efficient project controls or governance practices.
  7. Experience onboarding quickly into a new project environment and becoming effective with minimal ramp-up time.
  8. Demonstrated ability to work collaboratively, exercise sound judgment, and maintain professionalism in sensitive or high-visibility assignments.
  9. Familiarity with public benefits, consumer-facing service environments, or other programs with complex policy, operational, and stakeholder considerations.
