ESSENTIAL DUTIES AND RESPONSIBILITIES

The Project Manager, Tenant and Community Relations, will serve as the primary point of contact between RiseBoro’s tenants, Property Management, and the Housing Development teams during the tenant-in-place rehabilitations as well as rehabilitations that require tenant relocations. This role is critical to ensuring clear, consistent, and compassionate communication with residents throughout all phases of rehabilitation projects—from predevelopment and construction through completion—while supporting smooth access coordination, temporary relocations, and ongoing tenant needs.

Tenant Communications

  • Serve as the primary liaison between RiseBoro’s tenants, Property Management, and the Housing Development teams.
  • Communicate project timelines, construction activities, and potential impacts clearly and proactively to residents.
  • Conduct tenant meetings, distribute notices, and maintain documentation of all tenant interactions.
  • Address tenant concerns and complaints promptly, ensuring issues are logged and resolved in collaboration with property management.
  • In coordination with the Housing Development team, provide regular status updates to both tenants and internal stakeholders.

 

Predevelopment Coordination

  • Support unit access for inspections, environmental testing, and other preconstruction activities.
  • Ensure tenants understand the rehabilitation process, their rights, and the support available to them.
  • Assist with data collection and tenant household information updates as required by compliance or relocation protocols.
  • Facilitate maintenance work for projects that are in the rehab pipeline and ensure access for work that needs to be addressed prior to/during the construction period to remove existing violations.
  • Work with the Housing Development project manager, superintendent, vendors, and/or expediters to resolve existing violations.
  • Monitor and address existing tenant-related issues—such as squatters, neighbor disputes, and other conflicts—and work toward timely resolution to prevent delays to the construction schedule.

 

Construction & Relocation Support

  • Document and communicate the original conditions of properties to the construction team.
  • Photograph project areas before, during, and after construction to evaluate and record any issues resulting from contractor work.
  • Coordinate with contractor(s) to schedule in-unit work with minimal disruption to residents.
  • Work directly with tenants to facilitate in-place renovations, ensuring safety and temporary accommodation needs are met.
  • Monitor construction progress and communicate any schedule changes to tenants and management teams.

 

Property Management Collaboration

  • Support general property management functions including rent inquiries, maintenance coordination, and lease questions.
  • Help ensure the property remains in good standing during rehabilitation by working with building supers, compliance staff, and resident services.

 

 

COMPETENCIES

  • Excellent communication and interpersonal skills, especially in sensitive or high-stress situations.
  • Strong organizational and documentation abilities.
  • Working knowledge of affordable housing programs (HPD, HCR, HUD) preferred.
  • Bilingual (English/Spanish) preferred.
  • Ability to travel locally throughout the Bushwick area.
  • Personal attributes: empathetic and patient communicator who can balance tenant needs with project requirements; skilled at conflict resolution and fostering trust among residents; highly organized, dependable, and capable of managing multiple priorities; collaborative and comfortable working across departments (Property Management, Development, Construction, Resident Services).

EDUCATION and EXPERIENCE

  • Education: High school diploma required; Associate’s or Bachelor’s degree in Management, Social Work, or a related field preferred.
  • 2–4 years of experience in property management, tenant relations, community outreach, or housing development.
  • Experience with tenant-in-place rehabilitation or affordable housing strongly preferred.
